Description
The Bureau of Alcohol, Tobacco and Firearms has a requirement for a tactical training area with a firing range capable of handling .308 caliber rifle rounds at a distance of at least a 100 yards, a location to destroy 4 non-running (target) vans or sedans with wheels, military specification weapons storage, a chemical agent exposure area, a classroom to seat 40 people, and facilities for lodging and meals. Preference is given to facilities located in remote rural areas. The tactical training area is to be used by 24 trainees for 5 days and the firing range for 7 days. The required time period is March 30 to April 12, 2003. The lodging requirement is for 28 people for 13 nights. Trainees will arrive from throughout the U.S. Departure from training would be April 12. Lodging must be within walking distance of the firing range. Breakfast and lunch must be provided at the training location each day including weekends for a maximum of 40 people. The evening dinner meal must be provided at the lodging facility. Award will be on an all or none basis to the vendor who best meets the technical specifications cited above, at a low travel expense for the agency, with superior past performance for similar service. This requirement is 100% small business set-aside. The applicable North American Industry Classification System code is 611699 (miscellaneous schools and instruction). The applicable small business size standard is 500 employees. The following provisions are applicable to this acquisition: (a) FAR 52.212-1, Instructions to Offerors-Commercial, (b) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (c) FAR 52.212-5, Contracts Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items. The facility must be registered in the Department of Defense's Central Contractor Registration database (www.ccr.gov) to receive this award. NO SOLICITATION IS AVAILABLE AND NO TELEPHONE REQUESTS OR INQUIRIES WILL BE ACCEPTED. All interested parties must submit a quote no later than 2:00PM EST, January 15, 2003.
