Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The United States Senate Office of the Sergeant at Arms (SAA) is seeking qualified sources for a Commercial-Off-The-Shelf (COTS) Contract Administration System (CAS) software product. The SAA may procure a COTS software product and, if needed, require the selected vendor to adapt or customize the COTS software product to meet the Senate needs for contract administration. The SAA invites all qualified sources to respond to this sources sought announcement. ALL REQUIREMENTS ARE MANDATORY. MINIMUM REQUIREMENTS: The CAS software product must: 1) must enable the SAA contracts group to provide accurate, timely information to its internal customers about U.S. Senate contracts; 2) must provide contract tracking for: contract values; modifications; terms and conditions; critical dates with e-mail notifications to concerned parties and the creation of contracts from templates; 3) create custom documents based on information in a particular contract, such as: full contracts, summaries/briefs/abstracts, transaction memos, request for proposal letters, event letters, and similar derivative documents; 4) have import/export capabilities to include WordPerfect TM, Microsoft Access TM, Word TM and Exchange TM, HTML, rich text, plain text, or Microsoft Excel TM; 5) maintain a standardized method of entering, analyzing, and reporting data, using templates that can be kept and reused to save time and promote standardization; 6) permit report generation to include, but is not limited to: contracts by value; vendors; start/stop dates; modifications; critical actions; or other key words as defined by the user; 7) create canned reports based on information across multiple contracts, such as: status reports, financial commitments, deliverable commitments, and date ticklers; 8) make all contractual information available on-line through the SAA network and searchable; 9) have a link capability for contract information to associated documents, including: other contract files, the physical contract, the word processor version of the contract, or amendments to the same agreement; and, 10) provide security within the CAS to ensure the complete and accurate data gets to authorized individuals on an enterprise-wide basis; 11) provide reasonable scalability to meet future Senate needs; 12) provide a capability for use within a Senate intranet hosted in-house by the Senate. The CAS preferably will have document imaging capabilities; ability to create an audit trail for changes made; and contract records locks after approval/execution. The CAS may also provide visual calendars of open actions. Responses to this sources sought request are due to the POC no later than February 3, 2003 12:00 Noon EST. To respond you must provide the following: 1) General Information about your firm * Company Name: * Address: * Point of Contact Telephone Number E-mail address * GSA Schedule Number (if applicable) * DUNS Number * Tax ID Number; 2) a statement indicating an interest and the capability to provide the CAS software product and any necessary customization; 3) statement of relevant experience and the ability of the software to meet the minimum requirements; and, 4) a current CAS software product price list. The response should not exceed fifteen (15) pages. Qualified sources should provide their responses via e-mail to Acquisitions@saa.senate.gov. Access to information in any files attached to the response is the responsibility of the submitting party. The SAA is not responsible for any failure to access information. Sources responding to this sources sought notice and deemed qualified by the SAA will be placed on a solicitation mailing list. The subject line of the email message should be CAS 2003-SS-016. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in early February 2003. Telephone requests for information will not be honored. The Senate or the SAA will not be responsible for any costs for the preparation of responses to this announcement. Requests for hard copies of this announcement will not be honored. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT ANNOUNCEMENT AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR U.S. SENATE.
