Description
It is the intent of the National Library of Medicine (NLM) to procure professional services on a sole source basis with David Moher, Ottawa, Ontario, Canada. The contractor shall provide a range of tasks relating to improving and monitoring quality reporting of Randomized Controlled Trials (RCTs) in the biomedical journal literature. The contractor is Chair of the CONSORT Group which has been working since 1996 on developing and disseminating standards and guidelines for reporting randomized controlled trials (RCTs) and which is leading the effort to improve and monitor quality reporting of RCTs in the biomedical literature. Mr. Moher is an experienced researcher and investigator with extensive experience in clinical trials study design and methodology. He has been Chair of the CONSORT Group since it first originated in 1996. Mr. Moher has written a number of articles published in key medical journals describing the CONSORT statement and guidelines and has worked with the CONSORT Group to identify ways in which the statement can be more widely disseminated and implemented. Mr. Moher and the CONSORT Group have also monitored how successful the CONSORT statement has been in leading to improve reporting of RCTs. Additionally, Mr. Moher and the CONSORT Group have solicited user feedback and have modified the CONSORT statement based on user suggestions. Mr. Moher brings unique skills and experience necessary to further improve quality reporting of RCTs in the biomedical journal literature. His combination of education and experience makes him uniquely skilled to carry out the terms established in this purchase order. The period of performance is anticipated for a period of twelve (12) months. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information and staffing criteria.
