Description
OR RRP-MALH 2000(1), KRUMBO ROAD AND WITZEL LANE BRIDGE, Malheur National Wildlife Refuge, Harney County, Oregon. THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation, MUST submit the following by e-mail to contracts@wfl.fha.dot.gov or by fax to 360.619.7932 for receipt by COB on January 15, 2003: (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) date of HUBZone small business certification; (c) statement of bonding capability, to include both single and aggregate totals; and (d) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with their phone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor being considered "not interested" in this solicitation. A decision on whether this will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps. This work consists of 0.552 km of grading, aggregate base, paving, embankment, drainage, resurfacing, revegetation, & replacement, removal, or rehabilitation of bridge structures. The project includes construction survey & staking; quality control & assurance system; contracting sampling & testing; construction schedules; temporary traffic control; remove & reinstall structures; 715 m silt fence; 191 m absorption boom; 800 cu m watering for dust control; 10,960 sq m clearing & grubbing; removal of structures & obstructions: bridge, signs, 4 ea 70 m culvert, 1 ea cattle guard, & 51 m curb; 1,700 cu m excavation & embankment; 1,000 sq m earthwork geotextiles; 243 cu m structure excavation; 865 cu m riprap; 1,670 cu m minor crushed aggregate; 500 t minor hot asphalt concrete; 105 m concrete filled steel pipe piles; 37 cu m structural concrete; 5 ea prestressed concrete 23.6 m deck bulb tee girder; 3,490 kg reinforcing steel; 42.7 m steel bridge railing; 10.6 cu m timber structures; 237 sq m class c membrane waterproofing; 16 cu m minor concrete structures; 28 m 600mm culvert; 25 m 900mm culvert; 17 m 1,200mm culvert; 60 m 2,050 X 1,500mm culvert; 24 m 1,050mm pipe liner; 24 m concrete barriers; 1 ea 8 m gate; 1 ea cattle guard; 2.0 hectare turf establishment; 16 sq m permanent signing; 240 flagger hours; irrigation facilities: 9.1 m flashboard riser, 2 ea 1,050 m tide gate, 1 ea 600 m canal gate, & 1 ea 1,200 m canal gate; and other smaller items of work. Project is located approximately 56 km south of Burns, Oregon. Work shall be completed by November 6, 2003. Estimated price range is between $500,000 & $1,000,000. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
