Description
The Air Armament Center (AAC), Eglin AFB, FL, intends to solicit and award a Firm Fixed Price Purchased Order for Air Compressor/Dryer Systems. This is a combined synopsis/solicitation for commercial items utilizing FAR 13.5, Test Program for certain Commercial Items and prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested, and a written request for quotation will not be issued. The reference number for this announcement is F33TSP23580200. This 100% Small Business Set -A- Side. The North American Industry Classification System (NAICS) Code for this acquisition is 333912. The size standard for the NAICS code is 500 employees. If you feel your company meets the Government requirements, please identify your business size in your response based upon this standard. The requirement is as follows: Furnish two (2) complete air compressor/dryer systems with, controls, drive motor, oil system, air system electronic pressure regulation system, cooling system, skid mounted, full enclosure, and any other equipment necessary for operation. General requirements: All equipment shall be ready for operation after being connected to a 480 volt, 3 phase," 60 Hz power supply. The systems shall also meet the following minimum requirements. Furnish two (2) complete air compressor/dryer systems with, controls, drive motor, oil system, air system electronic pressure regulation system, cooling system, skid mounted, full enclosure, and any other equipment necessary for operation. The systems shall also meet the following minimum requirements. a) Each compressor/dryer system shall be complete and capable of delivering a minimum of 500 SCFM to the air receivers at 195-psig delivery pressures. b) Air delivery shall be net and air production from the compressors shall be sufficient to allow for dryer requirements. c) Inlet design conditions are 94 degrees F., 14.5 psia and 57 % RH. d) Each unit shall be air-cooled e) All equipment shall be design for outside installation in a salt air environment. f) Full enclosure shall be designed for outside installation and shall have weatherproof access for maintenance and shall include all shielding to protect the air inlet from water intrusion g) Each compressor system shall have the following minimum equipment 1) Two-stage high efficiency air inlet filter (3 micron or better) 2) Air inlet valve/unloader assembly 3) Gear drive with coupling 4) TEFC motors 5) ASME coded air/oil separator tank with pressure relief valve 6) High efficiency air/oil separator 7) Oil stop valve 8) Minimum pressure valve 9) Check valve 10) Oil cooler by-pass valve 11) Oil filter 12) Oil level indicator 13) After cooler 14) High efficiency moisture separator 15) Moisture separator automatic drain 16) Moisture separator manual drain 17) All starter and control transformers necessary for connection to 480 volt, 3 phases, 60 Hz power supply 18) Control system to be complete and automatic and maintain a 195-psig-supply pressure to the receivers 19) Any other equipment required for the full functioning of the air system 20) Maximum oil carryover 0.1 ppm 21) Anti condensation heaters for the oil system 22) The following minimum displays and indicators (a) Outlet temperature (b) Delivery air pressure (c) Air filter delta pressure (d) Oil separator delta pressure (e) High outlet temperature warning/shutdown indicator (f) Drive motor overload warning/shutdown indicator (g) Fan motor overload warning/shutdown indicator (h) Emergency stop warning/shutdown indicator (i) Air filter service indicator (j) Oil filter service indicator (k) Oil separator service indicator (l) Any other displays/indicators necessary for safe operation h) Each dryer system shall meet the following minimum requirements (1) Shall deliver air at full compressor flow to the receivers at -40 degrees F. dew point. 2) Shall be capable of drying air at required flow and at fully continuous operation 3) Complete with automatic controls 4) Skid mounted and suitable for outside installation in a salt air environment 5) Power supply 480 volts, 3 phase, 60 Hz 6) The following minimum equipment (a) Prefilter (maximum .3 micron) (b) Afterfilter (maximum 3 micron) (c) Auto drain (d) Differential pressure gauge (e) Sequence lights (f) Moisture indicator (g) Demand cycle control (h) Digital dew point monitor (i) High humidity alarm (j) Failure to switch alarm (k) Any other equipment needed for safe operation 7) The dryer shall be dual tower. Fully automatic regenerative type 8) The dryer shall be charged with desiccant 9) All pressure vessels shall have a minimum 1/16-inch corrosion allowance 10) The vessels shall have desiccant fill and drain ports. 11) All vessels shall have pressure relief valves as required by ASME code. i) Environmental enclosure and equipment finish 1) All components shall be free of grease, dirt and dust prior to 2) All weld spatters shall be removed prior to finishing 3) All bare metal surfaces shall be primed 4) All surfaces subject to rusting and all primed surfaces shall be finished with an epoxy enamel coating suitable for use in a salt air environment 5) All equipment shall be skid mounted and ready for placement on a concrete pad furnish by the government. 6) All equipment shall be contained in a permanent environmental enclosure suitable for a salt air environment with maintenance access provided by removable hinged covers with gaskets.
