- NASA/LaRC plans to issue a Request for Quotation (RFQ) for the upgrade to an existing NASA Langley Research Center owned Coherent diode pumped, single frequency, frequency doubled Nd:YVO4 YAG Laser from 5 Watts to 10 Watts. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Coherent, Inc., as the only known source who can meet Agency requirements. Coherent, Inc., holds the patent on single-mode continuous-wave YAG lasers. This laser will be an upgraded to a custom-desinged LITA system currently in use at LaRC. Purchasing this laser from any other manufacturer would involve substantial duplicaion of costs that would not be recovered through competition. It would require the redesign of the LITA system to accommodate a laser from a different manufacturer. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 26, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
