Description
The Defense Information Technology Contracting Organization, Network Systems Division, Telecommunications Systems Administration Branch (AQSS21) intends to issue a sole source contract to AT&T Communications, 3033 Chainbridge Road, Oakton, Virginia 22185-2542. This acquisition provides the continuity of the existing Government Emergency Telecommunications Service (GETS) AT&T Inter-Exchange Carrier (IXC) operation. GETS features and service are currently in place throughout the AT&T long distance network and provides for priority treatment of the National Security/Emergency Preparedness (NS/EP) telecommunications. This acquisition provides tasks of Program Management, Legacy Telecommunications Services, Operation, Administration Maintenance and Provisioning, Future Services Planning and Number Translation Services. The primary GETS capabilities focus on providing NS/EP users with priority treatment in the Public Switched Network (PSN) to support their telecommunications requirements in disaster situations. GETS is a major National Communications Systems (NCS) program for the improvement of NS/EP telecommunications. GETS is accessible from virtually anywhere in the United States (the 50 United States and the District of Columbia), is capable of using all major local exchange carrier (LEC) facilities, inter-exchange carrier (IXC) facilities, wireless carrier facilities, and selected Government networks (e.g., Defense Information Systems Network (DISN) and the Federal Telecommunications System 2001 (FTS2001)), and provides the capability for international access and egress. The resultant contract will be a 120-month (five-year base period plus five (5) one-year option periods) firm-fixed price type contract. The statutory authority for other than full and open competition is 10 U.S.C.(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. DITCO will issue Request for Proposal (RFP) DCA200-03-R-5006 on or about 25 FEB 2003. The RFP will be posted on the World Wide Web at http://www.ditco.disa.mil under "Contracting Opportunities" under "Information Technology RFP/RFQ/RFI" of the DITCO Homepage. ALL inquiries regarding this synopsis shall be submitted electronically and directed to Sally J. Gettleman, Contract Specialist, at gettlems@scott.disa.mil. Estimated date of award is 30 JUN 2003. All responsible sources will be considered in evaluating the determination to issue a sole source contract. The North American Industry Classification System (NAICS) code 513310, Wired Telecommunications Carriers, will be used for determining company size status. See Note 22.
