Description
The NIEHS is soliciting offers for a contract to evaluate the toxicologic and carcinogenic potential of the following chemicals via the specified routes of administration: Pentabromodiphenyl Oxide via dosed feed, Indole-3-Carbinol via gavage, and Pentaerythritol Triacrylate, Trimethylolpropane Triacrylate, and Methyl Trans-styrl Ketone via dermal application. The base contract (designated as Phase 1) shall include work activities associated with the determination of bulk chemical analysis (identity and purity), validation of dose formulation and analysis procedures, any health and safety concerns. Upon successful completion of Phase 1,and the Government may unilaterally exercise options for the conduct of 14-day, 90-day, 26-week, or 2-year studies specified as Phases 2 through 6, respectively. Multiple studies shall be conducted concurrently in accordance with the "Specifications for the Conduct of Studies to Evaluate the Toxic and Carcinogenic Potential of Chemical, Biological and Physical Agents in Laboratory Animals for the National Toxicology Program dated September 2000". Offerors shall have a working laboratory in place by the date of proposal submission. The Principal Investigator, Toxicologist, Chemist, Veterinarian, Health and Safety Officer and Quality Assurance Unit Officer shall be employees of the contract laboratory (i.e., not consultants or subcontractors). The daily interaction and constant coordination of efforts needed amongst these discipline areas throughout the in-life portion of the studies makes it critical that they be physically and organizationally together. Award of one cost-reimbursement, completion type contract on approximately October 30, 2003 on an open competition basis is contemplated as a result of this solicitation. The estimated level of effort is 1,505 labor hours for the base contract and 131,315 labor hours for all options. The estimated period of performance is approximately eight months for the base contract and four years five months if all options are exercised.
