Description
The Federal Bureau of Prisons is seeking concerns having the ability for providing for Line Item 1?Residential Community Corrections Center (CCC) services for male and female Federal offenders; Line Item 2-CCC services for pregnant Federal offenders (MINT-Mothers with Infants); and Line Item 3-Outpatient Transitional Drug Abuse Treatment (TDAT) services for male and female Federal offenders in the Hartford, Connecticut area. Residential services include care, custody, control, accountability, and treatment, including subsistence. The services described shall be in accordance with the Federal Bureau of Prisons Statement of Works entitled,Community Corrections Center (CCC) dated August 2000, MINT revised May 2002, and Transitional Drug Abuse Treatment (TDAT) dated November 16, 1999. This is a indefinite delivery requirements type contract with firm-fixed unit prices for a two-year base period and three one-year option periods. Line Item 1 will include CCC services for male/female Federal offenders. Estimated number of inmate days is 27,010 (23,360 males/3,650 females) for two-year base period and 13,505 (11,680 males/1,825 females) for three one-year options, respectively. Line Item 2 will include CCC services for MINT only. Estimated number of inmate days is 3,650 for two-year base period and 1,825 for three one-year options, respectively. Line Item 3 will include TDAT services for male/female Federal offenders. Estimated for 100 male/female Federal offenders: 1 intake assessment; 48/30-minute individual counseling sessions, and 72/30-minute group sessions per offender for two-year base period and estimated 50 male/female Federal offenders: 1 intake assessment, 48/30-minute individual counseling sessions, and 72/30-minute group sessions per offender for three one-year options, respectively. The solicitation will be available on or about February 10, 2003, and will be distributed solely through the General Services Administration Federal Business Opportunities website http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of the solicitation is April 9, 2003. All responsible sources may submit a proposal which will be considered by this agency. Responsible sources shall submit a proposal for Line Items 1 and 2 (CCC/MINT) or Line Item 3 (TDAT). No collect calls will be accepted.
