Sources Sought Synopsis for Air Force Financial Management Automation Support 311 HSW/YASK 7980 Lindbergh Landing Brooks AFB, TX 78235-5119 Technical Contact Point: Mr. Scott Zingler, (210) 536-6000; Contracting Officer: Mr. William Keihl, (210) 536-6318 Human System Program Office (HSPO), Product Support Division, is seeking industry inputs for off-the-shelf acquisition and support strategies to provide an acquisition and support solution for Air Force Financial Management Automation Support. Proposed solutions must interface with the Air Force General Accounting and Finance System (GAFS) and provide user-friendly access to GAFS summary records, open documents, selective transaction histories and reimbursable records. Proposed solutions must provide an internal database of all HSPO financial activity including programming and budgeting, financial planning, obligation and expenditure forecasts, budget targets, commitments, obligations, and expenditures. The internal database must support direct cite, reimbursable and Direct Budget Authorization funding resources. GAFS and internal financial data must be retrievable by Appropriation, Fund Type, Program Element, Budget Program Activity Code, Resource Center Cost Center, Processing Center and Element of Expense Investment Code at a minimum. Solution must support reconciliation between GAFS and internal data. Further, this internal financial database must interactively interface with the Air Force?s Automated Business Services System (ABSS) so that commitment document information is captured in the database without any additional re-keying. Proposed solutions must feature the ability to hyper-link to source documents in their native formats including Adobe Acrobat and standard Microsoft files. Solution must provide full archive capability for closed commitment documents. Solution must support reconciliation of open documents and capture related research data generated by HSPO personnel. Solution must provide robust reporting capability for all internal and GAFS data. This synopsis is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. A Request for Proposal (RFP) for Air Force Financial Management Automation Support is intended to be released in 2QFY03. This is anticipated to be followed by a full and open competition for a time and materials support contract in 2QFY03 to be awarded to a single contractor to provide support at Brooks AFB, Texas. Request that interested offerors provide copies of commercial brochures, applicable briefings, and/or white papers (less than twenty (20) pages in length) submitted in writing by 27 Jan 03. All written responses shall be submitted to 311 HSW/YASK, 7980 Lindbergh Landing, Brooks AFB, TX 78235-5119, Attn William Keihl, Contracting Officer. The government anticipates contacting potential offerors to arrange for a demonstration of the existing off-the-shelf automation solutions.
