Description
NASA/KSC plans to issue a Request for Quotation (RFQ) for six point full licenses (PN CT150K). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the licenses from Blackburn Controls, Inc. The authority for other than full and open competition is 10 U.S.C. 2304?(1) as implemented by FAR 6.302-1, Only one responsible source, and no other supplies will satisfy agency requirements. The required items are available only from the original source as this is a follow-on contract for highly specialized software. The Government has a significant investment in this software as the result of the previous acquisition. In addition, the required items are needed to ensure compatibility with existing equipment and engineering skills. Blackburn Controls is the only manufacturer of this product and the only source for these licenses. The impact of substitution would be an excessive burden on cost and schedule. The Government intends to acquire a commercial item using FAR Part 12. Interested firms having the capabilities necessary to meet or exceed the stated requirements are requested to submit in writing to the identified point of contact, the appropriate documentation, literature, brochures, and references. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the time stated below, with or without the required information, will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. This synopsis is for planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. All responses shall be submitted to Laura Molnar no later than 2:00 p.m. local time on January 14, 2003. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer for all or none, which shall be considered by the agency. An Ombudsman has been appointed. See Internet Note ?B?. Any referenced notes can be viewed at the following URL: http://genesis.gsfc.nasa.gov/nasanote.html.
