Description
NASA/SSC plans to issue a sole source, firm fixed price, contract to Cooper Cameron Corporation, Houston TX 77251-1212 for two (2)each 2 to 3-inch 15-ksig Rated Hand Operated Gas valves. Each valve must meet the following requirements; a. 15,000 psig pressure rating in 2 to 3-inch nominal size; b. 2.000-inch diameter or larger full port bore flow capacity; c. ability to provide seat leakage below 3-sccm (standard cubic centimeters per minute) with low differential pressure of 200 to 500-psid across the gate; d. ability to maintain low seat leakage after repeated cycling of the valve; e. design features that prevent generation and release of contaminants into the service fluid flow stream; f. Reflange R-Con hub end connections compatible with interfacing pipe system. The Cameron FLS Gate Valve manufactured by the Cameron Division of Cooper Cameron Corporation is the only product that can be provided in the 10 week time period required for delivery and with the required performance characteristics and inherent design features. This is a sole source commercial item acquisition under FAR Parts 6.301-1 and 12. The Government believes only one responsible source can provide the supplies that will satisfy the Agency's requirements. This notice of intent is not a Request For Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. on January 17, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. The NAICS Code and Size Standard are 332911and 500 employees respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. The anticipated release date of this RFO is on or about January 21, 2003 with responses due NLT 3:00 PM January 31, 2003. An Ombudsman has been appointed. See NASA Specific Note "B".
