- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Nuclear Regulatory Commission (NRC) intends to award a Firm-Fixed Price-Requirements, Delivery Order type contract for a training course entitled, Motor Operated Valve Training Course, as a result of this solicitation. The North American Industry Classification System Code is 611699 and the small business size standard is $6 Million Dollars. The period of performance will be one (1) year with four (4) one-year option periods. Proposals for this requirement may be submitted by all concerns, i.e, large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals. Sealed offers shall be received at the U.S. Nuclear Regulatory Commission, Division of Contracts, ATTN: Michael Turner, RS-HR-02-393, Mail Stop T-7I2, 11545 Rockville Pike, Rockville, Maryland 20852, no later than 3:30 p.m., on January 27, 2003. Offerors shall submit an original and four (4) copies each of the cost and technical proposals. The deadline for receipt of questions is 3:30 p.m., January 17, 2003. Offerors are advised that questions after this date will not be considered. NOTE: THE STATEMENT OF WORK AND ATTACHMENTS TO THIS SOLICITATION CAN BE FOUND AT http://www.fedbizopps.gov/. PROPOSAL REQUIREMENTS - The NRC intends to evaluate offers and award without discussions with offerors. Therefore, the offeror's initial proposal shall contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the CO to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. PRICING: This is a five (5) year contract (base period of one year and four (4) one-year options). For estimating purposes, it is anticipated that two course presentations per contract year will be required. The offeror shall submit an overall cost proposal for the entire period of performance (base period and 4 option years). See Attachment for Supplies of Services and Prices/Cost. EVALUATION FACTORS - In accordance with FAR Clause 52.212-2, the following factors shall be used to evaluate offerors: COST. To be considered for an award, the proposed cost must be realistic and reasonable. Although cost is a factor in the evaluation of the proposals, technical merit in the evaluation criteria set forth below is a more significant factor in the selection of a contractor. The technical evaluation factors are: 1. QUALIFICATION OF PERSONNEL: (40 Points) - Extent to which the proposal demonstrates that the proposed personnel are qualified and experienced to perform the work described in this solicitation, including, as a minimum, educational background; teaching experience in MOV techniques; certifications or Professional Engineers licenses held, and experience in designing and developing customized training objectives, course examinations and course materials. Extent to which the proposed personnel are available to work on the proposed contract. Identify all key personnel, including backup personnel, to be utilized in the performance of any resulting contract. Discuss current and planned availability of all proposed key and backup personnel. Include resumes for all key and backup personnel to be utilized in the performance of any resulting contract. Include educational background; training background; prior teaching experience specific to training professional employees, especially training in Motor Operated Valves; experience in designing and developing customized training objectives, course examinations and materials. Provide their references. Identify any former NRC employees that may be utilized in the performance of the contract including their NRC employment history. Describe the source of personnel required for performance of each task including those not presently employed by the offeror. If any resource personnel are committed to other work, describe the types and terms of the commitment(s). Note specifically the personnel that will be employed at the time of contract award. If the offeror plans to subcontract any of the work to be performed, list proposed subcontractors by name. Provide a detailed description of the work to be performed by the subcontractor, and identify any key personnel. If the offeror plans to obtain consultant services, explain the need for such services. List the proposed consultants by name, describe the work they will perform under this contract, and include their related past work experience. Individuals who are employees of the contractor, or of the U. S. Government, are prohibited from being paid as a consultant under this contract. 2. CORPORATE EXPERIENCE/PAST PERFORMANCE: (40 Points) - Extent to which the proposal demonstrates that the offeror and proposed subcontractor(s) or consultant(s), if any, have the related qualifications and experience to perform the scope of work specified in the solicitation. The extent to demonstrate the offeror's ability to resolve problems, assure quality deliverables, meet schedules, and provide experienced instructors. Extent to which the offeror demonstrated successful past performance on contracts of same or similar size, scope and magnitude to this procurement. The Offeror shall clearly demonstrate to the NRC that they have the resident corporate experience necessary to develop and present training courses in MOV techniques which are identical or similar to the course described in the statement of work. Describe, in general terms, the corporate qualifications and experience of the offeror and proposed subcontractor(s) or consultants, if any, in performing the same or similar work, as described in this SOW, during the past five years. Include the number of years the organization(s) has/have been in business. Provide examples of training materials developed for similar efforts. Demonstrate quality assurance, scheduling, and problem resolution plans which will be used to assure delivery and approval of all required services under this contract. The Offeror shall also demonstrate that they have successfully performed on other contracts or purchase orders of similar size and scope within the past five years in performing contracts for the instruction of MOV techniques. This shall be done by describing current and past work of a similar or identical nature in such a manner that an evaluation can be made of the performance history and the relevance of this experience to the requirements of the solicitation. To this end, the Offeror shall list at least three (3) current/previous support contracts of the same or similar nature to the proposed contract. It is incumbent upon the Offeror to provide information which is accurate and current as the NRC will contact each reference to verify the information provided. Offerors will be provided the opportunity to provide written rebuttal for any negative information received. This rebuttal information will be taken into consideration in evaluating proposals. The Offeror shall provide the information requested using the format specified below. Each contract reference shall be limited to one page in length: 1. Contract or Purchase Order Number. 2. Name and Address of Government Agency. 3. Point of Contact. 4. Contracting Officer. 5. Current Telephone No./Facsimile No. 6. Technical Representative. 7. Technical Representative Telephone No./Facsimile No. 8. Estimated Value of Contract. 9. Contract Awarded. 10. Period ofPerformance of the Contract or Purchase Order (including extensions). 11. Outline how the contracted effort is similar or identical in nature to the NRC's requirement, with a brief technical description sufficient to permit ready assessment of the described project's relevancy to the NRC's requirement. It is not sufficient to just note that it is similar in magnitude and scope. Briefly outline your ability to meet course schedules. The NRC may, but is not required to contact the reference points of contact. 3. SAMPLE MATERIAL AND FACILITIES/EQUIPMENT: (20 Points) - Extent to which the proposal demonstrates the offeror ability to design and develop course materials, course examinations and visual aids to support instructor presentations. Extent to which the proposal demonstrates the adequacy of facilities and equipment to be utilized to support lectures, workshops, exercises and tours during course presentation. Provide sample pages which illustrate how the final Student Manuals and Instructors Manuals will look. These samples should include an entire chapter for the same topic for the student and instructor manual. Provide a sample of a visual aid to be used during presentation of the material in each of the samples discussed above. The sample may be either a paper copy of a transparency, or the transparency itself. If an electronic presentation is proposed (using either Microsoft PowerPoint or Corel Presentation), a printed paper copy of the sample will suffice unless the offeror wishes to provide the sample on a diskette or CDROM. Provide three sample examination questions and answers related to each of the sample texts discussed above. One question shall be multiple choice, one shall be True/False, and one shall be short answer or calculational. Specify the names and locations of the facilities intended to be used for the field (hands-on) exercises. Specify the distance between these facilities and the main classroom, and estimate the travel time to and from the facilities. The offeror should indicate what capabilities the facilities have, such as the age and type of the facility equipment. Any important considerations such as workload which might interfere with routine access by the class during normal duty hours should be specified. More than one facility may be specified. The use of multiple facilities would provide for smaller groups, thereby yielding more hands-on time and less waiting for students. Specify where the presentations will be conducted. Within ten working days after receipt of notice that a firm has been selected for award, the firm selected for award must provide the NRC panel members with a tour of all locations (classrooms and facilities) to be used during the training. If determined to be inadequate by the panel, the offeror will be allowed the opportunity to provide an alternate facility. Furnishing adequate training facilities is a condition for award and the contract will not be awarded prior to satisfaction of this condition. Failure of the selected firm to comply with this condition within the ten working days shall void the notice of selection. In that event, the Government shall select another firm for award, and the original firm selected for award shall have no claims for costs incurred prior to contract award. PROVISIONS AND CLAUSES - This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. FAR 52.212-1, Instructions to Offerors-Commercial Items, 52.212-2, Evaluation-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial items applies to this acquisition. OFFEROR MUST INCLUDE A COMPLETED COPY OF PROVISION AT 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS WITH ITS OFFER.
