Description

The Uniformed Services University of the Health Sciences intends to contract, on a sole-source, non-personal services basis, for the services of an individual to serve as to serve as technical advisor, consultant, and editor of student and faculty scholarly projects in the Graduate School of Nursing (GSN), for the period February 1, 2003 through September 30, 2003. The Contractor must possess a doctoral degree in operations research and statistics, and must have extensive experience in classroom teaching with emphasis on guiding graduate students in conducting research projects in fulfillment of graduate program requirements to complete a scholarly project. Extensive experience in providing consultation to faculty in preparation of research proposals and in conducting the research is also required as well as expertise in preparation of research reports for publication. The contractor shall be required to deliver approximately seven hundred fifty-four (754) hours of technical advice, editing, and consulting service to GSN. He/she shall provide technical assistance to students in preparation of scholarly project proposals and reports; provide technical assistance to GSN faculty in preparation of research proposals and reports; provide consultation and editing of students' scholarly project reports, and of faculty research reports for adherence to publication standards; and give technical assistance to selected GSN committees as needed. He/she shall participate in meetings of the Nursing Research Department as needed to assist in tracking of student progress on scholarly projects. He/she shall provide technical assistance on outcome measures and outcomes of the GSN. The government will provide the classrooms, meeting areas, supplies and equipment needed to support the delivery of course of instruction. Travel is authorized, but travel time is not billable time. The Contractor will coordinate technical advice, consultation and editing with the Chair, Department Nursing Research and the Dean, GSN. Contractor shall provide hourly charges for approval to the primary Contracting Officer's Representative (COR). The Contractor personnel will not work for any Government employer at any time during the conduct of this contract. Contractor shall provide hourly charges for approval to the COR.
