Description
The U.S. Marshals Service intends to issue Request for Proposals (RFP) MS-03-R-0001 for Court Security Officer services for the protection of federal judiciary located in the Central District of Illinois (C/IL) in the 7th Judicial Circuit, Northern District of Florida (N/FL) in the 11th Judicial Circuit, the 8th Judicial Circuit (North Dakota, South Dakota, Nebraska, Minnesota, Iowa, Missouri, and Arkansas) and the 10th Judicial Circuit (Wyoming, Utah, Colorado, New Mexico, Kansas, and Oklahoma). The contractor must provide all management, supervision, manpower, materials, supplies, and equipment (except as otherwise provided by the Government) and plan, schedule, coordinate, and assure effective performance of Court Security Officer services. The contractor must provide at a minimum, qualified Court Security Officers (CSOs) that have successfully completed federal, state, county, municipal or military law enforcement academy training; that have a minimum of three calendar years experience as a certified law enforcement officer with arrest authority; background investigation; and physical fitness requirements. The Government intends to award four separate contracts: (1) Central District of Illinois (C/IL), (2) Northern District of Florida (N/FL), (3) 8th Judicial Circuit and (4) 10th Judicial Circuit. C/IL and N/FL are set-aside for 8(a) firms. Only 8(a) firms will be considered for award of these two contracts. Full and open competition will be used for the award of the 8th and 10th Judicial Circuit contracts. The resulting contracts will be a firm-fixed price, indefinite-delivery, indefinite-quantity, labor hour contracts with a one-year base period and four one-year options. All options will be evaluated for award purposes. To be considered for award, the contractor is required to submit an offer for all sites within the district/circuit. The anticipated issue date for the solicitation is on or about February 18, 2003. All questions must be submitted in writing to Sheryl Pierce no later than March 4, 2003. Offers will be due on April 3, 2003. Offerors are to submit a Technical Proposal addressing Contract Management/Past Performance/Ability in response to this solicitation. A separate Business Proposal must be submitted C/IL, N/FL, 8th Judicial Circuit or 10th Judicial Circuit. The solicitation will be posted at the world wide web site www.fedbizopps.gov. Hard copies of the solicitation document will not be available. The web site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will be distributed solely through the web site. Interested parties are responsible for monitoring the web site to ensure that they have the most up-to-date information about this acquisition. The North American Industry Classification System (NAICS) is 561612. All responsible sources may submit a proposal that will be considered by the agency. Services are anticipated to commence on or about October 1, 2003.
