Description
The Dahlgren Division, Naval Surface Warfare Center (NSWCDD) intends to purchase on a sole source basis three (3) PalmIR 250D Infrared Cameras with 75mm f/1 Electric Focus Lens and accessories. These units are currently available from INFRARED, Inc. of Reno, Nevado 89515-0369 The unit has a unique combination of capabilities and operational characteristics which make it the most suitable unit of its type for the purpose. The major requirements for this camera include: - Visual display may be black and white or gray scale (Color/Radiometric display is not acceptable) - Utilize an uncooled ferroelectric detector - 320x240 detector array - Operate in the 7-12 micron band, minimum (7-14) micron band preferred) - Have a 30 Hz NTSC frame rate or higher - Be operational in less than 2 minutes from time of power on - Have a minimum of a 2x zoom (optical zoom preferred b ut digital zoom is acceptable) - Have a minimum 70mm lens and maximum 80mm lens (75mm preferred) - Have a minimum of 9 degrees field of view (12 x 9 FOV preferred) with the preferred 75mm lens - Have a video output for recording data to a VCR (RCA jack preferred but a BNC is acceptable) - Utilize rechargeable batteries (NiMH Camcorder batteries preferred) - Operate a minimum of 2 hours on a single battery charge in average conditions - Utilize a 110VAC/12VDC battery charger - Have a standby mode for power conservation - Be handheld with one handed operation of controls - Have a weight light enough for an operator to hold for at least thirty minutes and operate with one hand (a weight of less than 4 pounds is preferred.) - Have a capability to mount onto a tripod - Have a minimum operational temperature range from 0 degrees F to 110 degrees F (-15 degrees F to 130 deg rees F preferred) - Water resistant to rain or splashing, minimum (water resistant to 1 meter for 30 minutes preferred) - Operate from 0% to 95% humidity, minimum (0-100% humidity preferred) - Controls configured to enable operation in subfreezing weather while wearing bulky gloves. The unit has a unique combination of capabilities and operational characteristics which make it the most suitable unit of its type for the purpose. The combination of interoperability and compatibility requirements and specific capabilities make the PalmIR 250D the only unit that will meet the Navy's minimum requirements. The unit needs to be available and meet a required delivery date of January 28, 2003 for field deployment. Award is to be made under the Simplified Acquisition Procedures. The closing date is 21 January 2003. Anticipated Award Date is 22 January 2003. These items shal l be shipped FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. THE GOVERNMENT SHALL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION/ ALL ITEMS ARE IDENTIFIED IN THIS NOTICE. All responsible sources may submit their quote by email in Microsoft Word format to XDS13@nswc.navy.mil. E-mail should reference N00178-03-Q-3006. Award is to be made under Simplified Acquisition Procedures, Attn: Code XDS13-2, telephone number 540-653-7765. Applicable NAICS code is 333315. All quotes shall include the vendor's Tax Identification Number, CAGE Code, Duns Number and shall be registered in the Central Contractor Registration Data Base. All items shall be shipped FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, VA 22448. Closing date is 21 January 2003. Anticipated award date is 22 Jan uary 2003.
