Description
It is the intent of the National Library of Medicine (NLM) to negotiate on a sole-source basis pursuant to FAR 6.302-1 and 41 U.S.C. 253(c)(1) with the Kennedy Institute of Ethics, Georgetown University, Washington, D.C., for an eighteen-month extension to contract NO1-LM-0-3522, "Creation of Bioethics Citations for NLM Search Systems." The Kennedy Institute is responsible for the acquisition and indexing of bioethics-related books, journal articles, reports and other items not indexed in NLM search systems. Because many of the publications are not totally bioethics-oriented, skill is needed to determine those publications that warrant inclusion in the systems. This requires knowledge of the original Bioethicsline database's scope and coverage, trends and issues in the field of bioethics, and familiarity with NLM's software systems used to create database records. Since 1974 the Kennedy Institute has successfully acquired and indexed references to bioethics material. They also actively make recommendations for MeSH. The Kennedy Institute owns the rights to the data produced under the BIOETHICSLINE database during the period 1974 through 1987. In addition the Kennedy Institute keeps n file a hard copy of each indexed citation, which is required for the interlibrary loan program. It has been determined that the Kennedy Institute is the only source with the necessary capabilities and expertise of adding and maintaining records for the bioethics subject area in the NLM search systems without substantive changes in the bioethics data elements, software, or retrieval systems and without duplication of effort. The Kennedy Institute owns the rights to a substantial portion of the data produced making them the only firm capable of fulfilling NLM's requirements without undue delays and duplication of effort. During this eighteen-month extension the NLM will be conducting an evaluation to assess: 1) the breadth and quality of the bioethics literature that NLM has collected and supported, and 2) the indexing and cataloging coverage of bioethics literature produced and supported by NLM. This evaluation will help determine whether changes or consolidation of these efforts are required which would be incorporated into the statement of work for any subsequent sole-source renewal. All responsible sources may submit a proposal which will be considered by the NLM. This notice of intent is not a Request for Proposals (RFP) nor is an RFP available. See Numbered Notes 22 and 26.
