Description
Indefinite quantity architect-engineering service for VA Medical Center, San Juan, Puerto Rico, Sol. No. 672-341-03. Extended Solicitation is due on February 10, 2003 by 4:30 PM America/Puerto_Rico time at the VA Medical Center, Contracting Office, 10 Casia Street, San Juan, Puerto Rico 00921. Description: This requirement is being procured in accordance with FAR Part 36: Construction and Architect-Engineer Contracts and an award will be made in accordance with FAR Part 15: Contracting by Negotiation, and the solicitation due date is extended based on FAR Part 6: Competition Requirements. Applications are invited from architects or architect/engineer firms to provide indefinite delivery/indefinite quantity professional services for design/construction related work at San Juan VA Medical Center. These services may include: pre-design services such as facility assessments, development of design programs, schematic designs, preparation of design/build RFP_s, technical studies, which may include test borings, soil studies, chilled and reheat water system survey and demand studies; standards and specifications, cost estimates and/or reports; design period services such as review and analysis of designs by other A/E_s for compliance with national codes, scope of work, good design practices, adequacy and appropriateness of functional layout, system selection, technical solutions, sustainability, value engineering and life cycle operation considerations, technical studies, reports, cost estimates including to estimate separately the cost to do as-built investigations in areas that have Asbestos Containing Material and/or suggested design solutions or modifications; construction period services such as inspections, technical studies, cost estimates and/or reports; and post construction services such as post occupancy evaluations, technical studies and/or reports. Projects will primarily involve medical and office structures and will require some or all of the following disciplines: architecture, interiors design, mechanical, electrical, plumbing, structural, civil, environmental engineering, landscape architecture, planning, cost estimating CADD. Services will be directed through individual tasks orders. Total costs for services (fees) procured under each contract are estimated at $2,000 minimum to $250,000 maximum per fiscal year. Only architects or architect/engineer firms demonstrating the above capabilities and a planned approach to perform contract services will be considered. Two firms will be selected for these services. No firm will be considered unless an application consisting of completed SF 255 and other evidence relevant is received at the VA Contracting Office (BO-3) within 30 days of the date of this advertisement. A current SF 254, representing and differentiating between the personnel, experience and capabilities of all involved offices, must be included with the application together with current 254_s for each relevant experience of both the firm(s) and assigned individuals, the applicant_s capacity to do the work, record of past performance on VA work (if any), geographic consideration and the participation of minority-owned consultants, and demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. Award of a contract is dependent upon the availability of funds. This is not a request for proposal.
