QPL QUALIFICATION REQUIRED: QPL-24667-21, dated OCT 01, 2002. Type: II - Standard durability, rollable or trowelable deck coating. Composition: G - General use abrasive deck coating (Types I, II, III and IV). Color Gray in accordance with FED-STD-595B, dated December 15, 1989, and Change Notice 1, dated January 11,1994, color number 36076. Size: A kit consisting of component A and component B to produce 18.9 liters (5 gallons) of admixed coating. Age on delivery shall not exceed two months. Date of reinspection shall be 12 months after the date of manufacture. Section 112 of the Clean Air Act [U.S. EPA National Emissions Standard for Hazardous Air Pollutants - 40th Code of Regulations 63.780] specifies volatile organic compound and hazardous air pollutant content limits for compliant shipbuilding and ship repair coatings. Successful offeror shall provide the designated contracting officer representative a certificate of compliance as described in the U.S. EPA "Guidebook on How to Comply with the Shipbuilding and Ship Repair (Surface Coating) Operations NESHAP (EPA-453/B-97-001, January 1997, pages E-18, E-32, E-33). [http://www.epa.gov/ttn/uatw/shipb/shipguid.pdf]. This certificate is based either on known coating characteristics, or the results of EPA Method 24 volatile organic compound tests. Certificates need only be generated once for each applicable coating. When, and if, a supplier reformulates a coating, a new certificate would need to be generated. Suppliers are directed to put the following statements on the paint can labels: 1. A certification that paint in the container meets National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements for shipbuilding and ship repair. 2. A statement of the ration of Volatile content to solids expressed as grams VOHAP per liter of solids. EXCEPTION(S) TO TECHNICAL DOCUMENT PAGE 16 Paragraph 4.1 . . .Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the government. Page 19 Paragraph 4.5.1 . . .In case of dispute, tests shall be performed at standard testing conditions, which are 24 plus or minus (+/-) 2C (75F +/- 5F) and a relative humidity of 50% +/- 5%, with the exception of 4.6.3 which shall be performed at the temperature specified. Page 30 Paragraph 5.1.1 . . .Unless otherwise specified (see 6.2), In addition to the packaging requirements specified herein, all packaging shall comply with the United Nations POP requirements. Paragraph 5.1.2.(a). . .Unless otherwise specified (6.2), all lumber and plywood, including veneer materials, used in shipping container and pallet construction, members, blocking bracing and reinforcing shall be fire-retardant treated materials conforming to MIL-L-19140 as follows: . . . Page 34 Paragraph 6.1 . . .The test outline in section 4 are only for qualification purposes except the service test. Page 35 Paragraph 6.3 . . .To ensure correct contractual application of the data requirements, a Contract Data Requirements List (DD Form 1423) must be prepared to obtain the data, except where DoD FAR Supplement 27.475-1 exempts the requirement for a DD Form 1423. ITEM MARKING: (1) National Stock Number (NSN). (2) Specification number (Including type, class, and color number) as applicable. (3) Manufacturer's name and part number. (4) Kit Name and Component Part. (5) Lot and Batch Number. (6) Date of Manufacture and date of expiration or reinspection (month and year). (7) Instructions for use. (8) Storage Instructions. PACKAGING: The product shall be furnished in the units indicated and Performance Oriented Packaged (POP) as follows: In accordance with IMO regulations for transport of dangerous goods by surface or ICAO and IATA by aircraft. The IMDG code permits substances of UN number 1263 (paint and paint related materials) in class 3 with certain viscosities to be carried in light metal packages of 5 liter capacity and below to be shipped without testing and certification provided the packages are in unit load meeting all the requirements of the code. Reclassification of product to class 3, Unit load and Limited Quantity exemptions are NOT permitted. The components of each kit shall be packaged in multiple friction closure metal cans in accordance with the supplier's normal commercial practice, provided that there will be no interaction chemically or physically with the contents so as to damage the container or alter the strength, quality, or purity of the contents. The containers shall be closed in a manner that will insure that the contents will not spill or leak from the containers during shipment, handling, storage and redistribution. Components of each individual kit shall be further packed together in kit form that will prevent accidental separation of the components during shipment, handling, storage and redistribution. PACKING: In accordance with IMO regulations for transport of dangerous goods by surface or ICAO and IATA by aircraft. Kits smaller than 2 gallons packaged and assembled as specified above shall be packed in a close-fitting corrugated fiberboard box conforming to Section 6(c), Rule 41 of the Uniform Freight Classification and Item 22 of the National Motor Freight Classification. Closure of the boxes shall be in accordance with Section 7 of Rule 41 of the Uniform Freight Classification. The filled boxes shall not weigh more than 65 pounds. Pails and drums shall meet the applicable requirements of the National Motor Freight Classification, Uniform Freight Classification, and Department of Transportation regulations. MARKING: All unit, intermediate, transport packages and unit loads shall be marked for delivery to military activities in accordance with MIL-STD-129N, dated 15, May, 1997.
