- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Government will award this requirement as a Purchase Order, using policies and procedures in accordance with FAR Parts 12 and 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N61339-03-T-0009 is issued as a request for proposal and incorporates the provisions and clauses in effect through Federal Acquisition Circular 01-9. This solicitation is set-aside for small business. The NAICS Code for this solicitation is 611699 with a size standard of $6M. The following items are required: CLIN 0001, Navy Parachute Training Course comprised of two phases: Phase I - Static Line and Phase II - Basic Free Fall, with an estimated throughput of 400 students over a period of one year; CLIN 0002, OPTION for Navy Parachute Training Course comprised of two phases: Phase I - Static Line and Phase II - Basic Free Fall, with an estimated throughput of 400 students over a period of one year; CLIN 0003, OPTION for Navy Parachute Training Course comprised of two phases: Phase I - Static Line and Phase II - Basic Free Fall, with an estimated throughput of 400 students over a period of one year. These items are intended to be utilized as follows: The Navy has a requirement for a "turn-key" training program for high-risk Static Line (S/L) and Free Fall (FF) parachute training. Turn-key training is defined as the contractor providing a training facility, all parachute systems, materials, personnel resources, technical and logistic support for training Navy personnel to specified standards. The program is to provide designated Navy activities with safe, affordable parachute jump training to satisfy pipeline training requirements. The training course shall be conducted at a contractor-operated facilitiy located within 90 miles of San Diego, CA. The Government estimates an annual training requirement of 400 students. Offerors shall propose their price on a cost-per-student basis. If there are start-up costs to be proposed, those costs should be equally distributed and included in the cost for the first twenty (20) students; each student thereafter should be priced at the regular price. The Government intends to pay by Government Commercial Purchase Card (GCPC). The Government prefers to make payment at the end of each course. This requirement is subject to the Service Contract Act of 1965 which provides for minimum wages and fringe benefits as well as other conditions of work under certain types of service contracts. The Occupation/Title - INSTRUCTOR rate of the Department of Labor (DOL) Wage Determination for San Diego, CA is applicable. The successful offeror will be expected to comply with the Hold Harmless, Other Liability, and Insurance terms and conditions as incorporated via an addenda to 52.212-4, Contract Terms and Conditions - Commercial Items. The Statement of Work (SOW), DOL Wage Determination, 52.212-4 Addenda, Proposal Submission Guide, and 3000.3 Manual (referenced in the SOW) can be obtained through the NAVAIR Orlando Training Systems Division website located at: http://www.ntsc.navy.mil/EBusiness/BusOps/Index.cfm, (click on Open Acquisitions). Be advised that periodic access to the NAVAIR Orlando website is essential for obtaining updated information and the latest information regarding this combined synopsis/solicitation, as no further information will be posted to the Federal Business Opportunities website. Period of Performance shall be for one year, from date of award, with two one-year Options. Anticipated award date is January 2003. Acceptance shall be made at destination upon delivery. Delivery shall be made FOB Destination. The basis for award shall be Best Value. The best value evaluation fators are Technical Capabilities, Past Performance/Responsibility, and Price and Administrative. The evaluation factors are discussed below. The following Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulations Supplement (DFARS) provisions and clauses apply to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-4 Addenda (via attachment), 52.212-5, 252.212-7001. The following evaluation criteria shall be used as addenda to FAR 52.212-2(a): This requirement will be evaluated on a best value basis. The Evaluation Factors are: (i) Technical Capabilities to meet the requirement; (ii) Past Performance/Responsibility; (iii) Price and Administrative. Technical Capabilities will be evaluated on the following basis: (1) Description of the Vendor facilities and location; (2) Description of understanding of the course requirements and completion criteria, including compliance with United States Parachute Association Skydivers Information Manual for Accelerated Freefall/Jump Master, Static Line and Advanced Freefall progression; (3) Description of the ability to meet course requirements, including length of training course, class size requirements, materials and equipment to be used, record maintenance plan, safety standards and risk control procedures; (4) Description of Key Personnel, Instructor Qualifications, EMT and Support personnel; (5) Included applicable certifications. Certifications will be evaluated on a pass/fail basis. If applicable certifications are not included, the Technical Capabilities will be evaluated as unsatisfactory. Past Performance will be evaluated on the following basis: (1) References from previous military, government, or commercial training, for which related services were provided. The references should include points of contact with telephone numbers, and if applicable, contract numbers and other relevant information; (2) Included other recognitions, awards, or articles that will assist in the evaluation; (3) Responsibility determination as determined by Government contacted references or sources of information, including other than those identified by the offeror, that may be used to assist in the responsibility determination. Price and Administrative factors will be evaluated on the following basis: (1) Price, including startup costs and price per student; (2) Agreement to terms, conditions, and provisions of the solicitation; (3) Inclusion of FAR and DFARS representations and certifications. The following subparagraphs of FAR 52.212-5(b) apply: (11), (12), (13), (14), (15), (16), and (26). The following subparagraphs of FAR 52.212-5(c) apply: (1), (2), and (4). The following clauses of DFARS 52.212-7001(b) and (c) apply: None. A completed copy of the following must be included with each quote: FAR 52.212-3, DFARS 252.212-7000.
