- Description
- The Department of Commerce/National Oceanic and Atmospheric Administration Office of Diversity intends to procure on a non-competitive basis with the National Training Lab (NTL) Institute for Applied Behavioral Science to facilitate Survey Feedback Action (SFA) workgroup meetings for NOAA executives and managers. The objective of SFA workgroup meetings is to identify and address understanding differences issues, behaviors, systems, policies and practices that are not inclusive and to work on ways to improve them. NTL trainers are familiar with NOAA's organizational culture and have experience in working with NOAA leaders, as they conducted leadership training for NOAA executives and managers during the NOAA Diversity Network conference, and have conducted SFA Facilitator training for NOAA's in-house cadre of SFA Facilitators. NTL trainers are uniquely qualified to facilitate SFA meetings because they understand the value that differences can bring to an organization's internal workings, and have studied and shared these practices in their approach to individual, group, and organization change. NTL trainers are eminent practitioners and prominent experts in the areas of diversity, group theory, organizational development, personal growth and social change. NTL's Human Interaction labs are the most popular, the most replicated, and the most effective programs offered for changing human attitudes and behaviors. Their new applications of experiential learning have emerged to represent the most current and cutting edge programs in the fields of change management, human resources, organizational development, training, and diversity. NTL's renowned Journal of Applied Behavioral Science contributes a body of knowledge to the field that increases understanding of change processes and outcomes; and the publication continues to grow in reputation and prestige around the world. While other trainers have been considered, NTL is the only company with substantial technical expertise and experience to identify, understand and address issues of diversity tension, diversity conflict, attitudes and behaviors which surface during SFA meetings. Any source that believes it can supply the required service should respond by submitting a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirement, within 45 days of this notice, to the above address. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. See note 22.
