Description
DynMcDermott Petroleum Operations Company (DM), a Department of Energy prime contractor for the Strategic Petroleum Reserve (SPR), desires to execute a contract for the construction described below: The effort will involve the use of subcontractor-furnished labor, material, equipment, tools, supervision, and transportation required to perform the Task No. BC-MM-543, Consolidated Task No. 6, at the Bayou Choctaw Site, in Plaquemine Parish, LA.. The work includes:(1) Removal of approximately 9,000 feet of perimeter chain link fence (including posts), vehicle barrier cables, and fiber optic intrusion detecion system; (2) Installation of a 7 foot chain link fence (Sensor-Compatible Fence) and exisiting vehicle barrier cables; (3) Design, build, and install a perimeter Fiber Optic Intelligence and Detection System (FOIDS), Integrated Data Management System (IDMS), and Infrated Perimeter Intrusion Detection (IPID) system, and; (4) Installation of approximately 250 feet of sheet pile and fill material. The subject solicitation is unrestriced. The work to be performed is best classified under North American Industry Classification System (NAICS) Code 234990, (All Other Heavy Construction) Size $27.5MIL. The magnitude of this requirement is anticipated to be between $1,000,000 and $5,000,000. In order to participate in said solicitation and be considered for a contract award, the prime contractor and the lower-tier contractors must meet the following minimum requirements: Prime Contractor:The prime contractor shall be in the business as either an electrical or general contractor and have at least five (5) years experience in electrical or general contracting; have self-performed with its own workforce, or joint ventured, within the last five years, one or more projects and management of multiple sub-contractors in similar work as described above, and; previous projects must have been for a contract value of at least $500,000/Ea. Sub-tier Contractor: Electrical contactor shall have at least two (2) years experience in electrical and fiber optic installation with a working knowledge of security systems; have self-performed with its own workforce, within the last five years, one or more project in similar work described above, and; previous projects must have been for a contract value of at least $500,000/Ea. Sub-tier Contractor:Fence contractor shall have at least three (3) years experience in chain link fencing installation with a working knowledge of security fences; have self-performed with its own workforce, within the last five years, two or more projects in similar work described above, and; previous projects must have been for a contract value of at least $300,000/Ea. Sub-tier Contractor:General or Civil contractor shall have at least five (5) years experience in civil work with a working knowledge of soil stabilization and sheet pile near waterways; have self-performed with its own workforce, within the last five years, one or more projects in similar work described above, and; previous projects must have been for a contract value of at least $500,000/Ea. The aforementioned minimum qualficiations shall be submitted with the contactors offer for DM vertification of past experience of the prime contractor and sub-tier contractor. The documentation shall include, as a minimum: contract number, contract title, contract amount, narrative of the work performed, client name, point of contact from the client company with enough knowledge to allow verification along with a telephone number, and location where work was performed. The solicitation is anticipated to be issued on/about 2nd week of February 2003 with an anticipated award of April 30th.
