- The Federal Bureau of Prisons is seeking concerns having the ability to provide Residential Community Corrections Center services (Line Item #1) and Transitional Drug Abuse Treatment services (Line Item #2) for male and female federal offenders held under various United States Statutes in the Northeast Region of Wisconsin. Location of the facility shall be within the boundaries of the following counties in Wisconsin: Brown, Outagamie, Calumet, Winnebago, Fond Du Lac, or Oconto. Services required include subsistence, care, custody, control, accountability, and treatment to include furnishing of medical treatment. The services for Community Corrections Center services shall be performed in accordance with the Federal Bureau of Prisons Statement of Work, Community Corrections Center, dated August 2000, revised May 2002 and Transitional Drug Abuse Treatment (TDAT), dated November 1999. An indefinite quantity type contract with a one year base period and four-one year option years is anticipated. The minimum number of inmate days for the base period and option years one, two, three, and four are 2,190(1,825 males/365 females); and a maximum number of inmate days for the base period, and for option years one, two, three, and four are 3,650 (3285 males/365 females) for Line Item # 1. For Line Item #2 (TDAT services), estimated for 10 male/female Federal offenders: 2 intake assessment; 96/30-minute individual counseling sessions, and 144/30-minute group sessions per offender for one-year base period; estimated 11 male/female Federal offenders: 2 intake assessment, 96/30-minute individual counseling sessions, and 144/30-minute group sessions per offender for option year one; estimated 12 male/female Federal offenders: 2 intake assessment, 96/30-minute individual counseling sessions, and 144/30-minute group sessions per offender for option year two and three respectively; estimated 14 male/female Federal offenders: 2 intake assessment, 96/30-minute individual counseling sessions, and 144/30-minute group sessions per offender for option year four. The solicitation will be available on or about March18, 2003, and will be distributed solely through the General Services Administration Federal Business Opportunities website http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. The estimated closing date of the solicitation is May 17, 2003. All responsible sources may submit a proposal which will be considered by this agency.
