Description

The Air Force has a requirement for certain data, called ?Rights Guard? data, which is proprietary to The Boeing Company (Boeing). This data involves the design of military derivatives of Boeing?s Model 707, 727, 737, and 747 commercial aircraft. It comes in the forms of drawings, CD-ROMs, Mylars, Digital Electronic Media and other formats. The Government needs access to this proprietary data in order to obtain competition from contractors to make replenishment spare parts for the Government?s military derivatives of the above stated Boeing commercial aircraft. In order to obtain this data from Boeing, a contract is required, setting out the terms and conditions under which Boeing will agree to the Government?s use of this data for competitive procurement of replenishment spare parts for the above stated aircraft. This is a synopsis for a noncompetitive proposed contract action with The Boeing Company, Seattle, WA. The reason for proposing a noncompetitive contract action is that Boeing is the sole owner of this proprietary ?Rights Guard? data. This synopsis is issued for subcontracting opportunities and the possibility of enabling future competition. All interested parties may respond. All responsible and responsive offers will be considered. The proposed issue date for the solicitation is 6 Feb 03. The Government does not intend to acquire a commercial item using FAR part 12. Notes 22 and 26.
