Description

NA The US Army Corps of Engineers, New York District intents to issue an Invitation for Bids (IFBs), in accordance with FAR Part 14, to award a firm fixed contract for the McKeel Brook Flood Control Construction Project, located in the Town of Dover and Rocka way Township, Morris County, New Jersey. The North American Industry Classification System (NAICS) Code is 237110. The size standard is $28,500,000.00. This acquisition requirement shall be a restricted procurement open only to the Small Business Adminstra tion New Jersey District Office's Certified 8(a) Firms, pursuant to FAR Part 19.811-3(d). Submissions of bids from firms other than those firms abovementioned shall be considered non-responsive and rejected subsequent to the scheduled bid opening. The proj ect would include the following features: (1) Extension of the existing 4' by 8' concrete twin box culvert from Berry Street to Elm Street in Dover for a length of about 1,640 feet and the associated relocation of existing utilities; (2) Replacement of the two existing Rockaway Town Square Mall detention basin outlet structures to reduce peak outflow rates and (3) Channel improvements (gabions) along approximately 150 feet of McKeel Brook to provide streambank stabilization. Seasonal restrictions will be a factor in scheduling the conduct of the work. Environmental windows will limit any tree clearing activities to the period between March and November. Also, culvert work in Dover Township may occur only during the summer months when school is not in session . The estimated Construction Cost Range of this project is between $1,000,000 and $5,000,000. The duration of the project is approximately 540 calendar days after issuance of the Notice to Proceed. Plans and specifications will be available on or about 30 January 2003. Plans and Specifications may be examined at this office at 26 Federal Plaza, Room 1831, New York, N.Y. The media selected for the issuance of the solicitations and amendments shall be solely at the discretion of the Government; accordingly, t he media utilized for this project are the Internet and CD-ROM. Paper copies of this solicitation and amendments, if any, will not be available or issued. Interested parties may download and print the solicitation, specification files and drawings at no ch arge at http://nan .usace.army.mil (Contracting). Minimum System Requirements are Pentium-based personal computer, Microsoft Windows 3.1 or greater, 32MB application RAM. A registration page is attached to the website and prospective bidders are required t o register and to receive notice of any amendments and/or addenda that may be issued to this solicitation. Utilization of the internet is the preferred method, however, CD's will be available upon written request stating the solicitation number, or project name, complete com pany name and street address (we will not deliver to P.O. boxes), telephone and facsimile number (including area codes). Make check or money order payable in the amount of $10.00 to FAO, USAED, New York. Registration Requirements: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR Database prior to award. Lack of registration in the CCR database will make an offeror ine ligible for award.
