- This is a sources sought synopsis seeking potential 8(a) certified firms that have an interest in submitting, as a prime contractor in an 8(a) competition, an offer for all labor, matrial and equipment to maintain and repair airfield pavements at the Naval Air Station, Lemoore, California. This will be an Indefinite Quantity Type Contract with a base year and four one year Options. Each year will have a $1,500,000 maximum ordering capacity. The work will include but not be limited to rubber removal, concrete repair, reseal existing joints in rigid airfield pavements, airfield pavement striping and symbol painting and paint removal. The proposed procurement shall be issued as a combination Firm Fixed-Price contract. Based on estimated quantities the estimated cost range is between $1,000,000,000 and $5,000,000. All sources shall have the ability to acquire bonding as required. Interested sources shall provide the following information regarding their qualifications, capabilities and experience: 1) Financial capability: provide financial statement showing capability to manage a contract with a value of up to $1,500,000. 2) Bonding: provide maximum bonding capacity; 3) Past Performance: provide references including contract numbers and point of contacts and phone numbers for relevant projects performed during the last three years. Relevant projects must show past performance in working airfield maintenance around high performance aircraft and working accelerated and compressed timelines on multi-tasked delivery orders for which the interested source was prime contractor. Additionally, the relevant projects must indicate the contractor?s knowledge of Airfield ground procedures, safe equipment movement and radio communications with tower ground controllers. These may be government or commercial; 4) Experience: Briefly describe the contracts or programs that your firm has worked in the last 5 ? 7 years that show experience in performing and overall management of similar types of contracts and show the experience of key managers. Relevant projects are the same as indicated in item three, for which the interested source was prime contractor. 5) Management structure: Provide your proposed management structure for this contract with a brief description of the lines of responsibilities, including any major subcontractors, joint ventures or teaming arrangements; This information is required in writing and failure to provide information on any of the criteria above (#1 through #5) will result in your firm being excluded from further consideration. This information must be submitted no later than close of business, February 4, 2003 to EFA WEST, Pacific Plaza, 2001 Junipero Serra Blvd., Room 600, Daly City, CA 94014-1976 or they can be E-mailed to Diana Gustafson at gustafsond@efawest.navfac.navy.mil. If adequate interest is not received from 8(a) firms, the solicitation shall be solicited as ?UNRESTRICTED? and is to be issued on or about 18 February 2003. The NAIC Code is 23321 (Standard Industrial Code (SIC) 1531). The small business size standard is $28,500,000.
