Description

This sole-source combined solicitation synopsis for commercial items is prepared in accordance with the format in FAR subpart 12.6, as supplemented for informational purposes only. This is NOT a request for competitive proposals. Only one solicitation will be issued and only one proposal will be requested. The North American Industry Classification System (NAICS) code is 532111: Passenger Car Rental: 18 million. This serves as a notice of intent to award a contract on a sole-source basis in accordance with FAR 6.302-1, to Enterprise Rent-A-Car, 2 Research Place, Rockville, MD 20850. This is necessary because it is the only known responsible and responsive source that can satisfy the Government?s particular service requirement of providing rent-a-car services for the ATM HQC, Fort Belvoir and the National Capital Region (NCR). The NCR includes the District of Columbia, Montgomery and Prince Georges Counties in Maryland; Arlington, Fairfax, Loudon, and Prince William Counties in Virginia; the cities of Alexandria, Fairfax, Vienna, and Falls Church and all cities now or hereafter existing in Maryland and Virginia within the geographic area. The Defense Logistics Agency (DLA) will require an average of 20 rent-a-car vehicles per month. These trips are made between Fort Belvoir and locations in Virginia, Maryland, Washington, DC and Pennsylvania and includes dropping off and pickup of the vehicles at the DLA Headquarter Complex enabling the employees to request a vehicle at the Facilities Support/Transportation Desk and pick up the keys and a vehicle without leaving the DLA complex. This unique requirement can be met by contracting for the required service can only be met by contracting for the required service from the same source on an ?other than full and open competitive? basis.
