- NA This publication serves as a notice of intent to negotiate a sole source contract, with ABB, Inc., to provide an ABB 15kv Model 5B Vacuum Circuit Breaker (VCB) at Richard B. Russell Power Plant, Elberton, Georgia. The VCB will be a direct replacement of e xisting VCB?s used in the pump starting sequence at the power plant. The requested VCB will fit directly into either of the two existing pump starting ABB breaker cabinets with all associated hardware and auxiliary switches being the same. The government intends to award a firm fixed priced contract. See numbered note 22.
