Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. Solicitation 03SQ303099 is issued as a "Request for Quote " (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-11. The NAICS code is 561730. The small business size standard is $6 million dollars (average gross receipts over the last three years). Simplified Acquisition Procedures apply. Line Item 001: Contractor shall provide hydroseeding services at Beal Lake Restoration Site, Havasu National Wildlife Refuge, Needles, CA, in accordance with the following requirements and all applicable clauses. 1. Area to be hydroseeded is approximately 22 acres. 2. Mobilization of equipment and personnel for hydroseeding will be required at four (4) separate times between 15 March and 30 April, 2003. Exact dates to be determined by Reclamation and Contractor upon award of contract. 3. 15.8 acres to be seeded with Populus Fremontii, Salix exigua, and Salix goodingii. SEEDS OF THESE SPECIES TO BE COLLECTED BY US BUREAU OF RECLAMATION AND PROVIDED TO CONTRACTOR AT SITE ON DAYS OF HYDROSEEDING. 4. Additional 6.5 acres seeded with 50% Atriplex lentiformis, 10% A. canescens, 10% A. polycarpa, 15% Baccharus sarothroides, 15% Baccharus viminea. SEEDS OF THESE SPECIES TO BE PROVIDED BY THE CONTRACTOR. 5. In addition to seed, components of the hydroseed mix will include appropriate type and amount of mulch, tackifier and fertilizer, to be determined by Contractor. Contractor shall provide all materials, labor, and transportation necessary to deliver the above items to the Refuge. PLEASE QUOTE "A PER ACRE PRICE". U.S. Wage Determination Number: 1994-2053, Date of Last Revision: 08/13/2002, is incorporated into this procurement. The following FAR provisions and clauses apply to this acquisition: 52.212-01, Instructions to Offerors Commercial (Jun 97). Offerors must include with their offer a completed copy of the provisions at FAR 52.212-03, Offeror Representations and Certifications-Commercial Items (Jan 97); 52.212-04, Contract Terms and Conditions-Commercial Items (May 97) with the following clauses incorporated by addendum: FAR 52.247-34, F.O.B. Destination; and FAR Clause 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items with the following applicable FAR clauses. 52.222-21, Prohibition of Segregated Facilities (Feb 99), 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.222-19 Child Labor-Cooperation with Authorities and Remedies; 52.225-03 Buy American Act--North American Free Trade Agreement-Israeli Trade Act; 52.225-05 Trade Agreements and 52.225-13 Restrictions on Certain Foreign Purchases. The resulting purchase order will be a firm, fixed-price purchase order.
