Description
This is a sources sought announcement to identify potential domestic sources and gather information on current capabilities within the domestic market. This notice is neither a solicitation for, nor request for competitive proposals. Under the authority of Title III of the Defense Production Act (DPA) (50 U.S.C. App. 2061 et seq.), the Title III Program Office, Air Force Research Laboratory, Manufacturing Technology Division (AFRL/MLM) is contemplating a procurement to expand the domestic production capacity for melt-processible, isotropic, amorphous, rigid-rod polyparaphenylene polymeric materials for military and commercial applications as well as to develop affordable production methods for these materials. The structural performance of the material should exceed currently available isotropic non-fiber-reinforced materials. A dual use production capacity of at least 100,000 lb/yr, for both military and commercial applications, is desirable. Under the authority of the DPA, any potential acquisition is restricted to sources with domestic production capabilities; therefore, firms without domestic production capabilities are ineligible for any potential award. The principal objectives of this effort are the development and qualification of isotropic, amorphous, melt-processible rigid-rod polymeric materials while concurrently working towards achieving independent financial viability by addressing the needs of both government and commercial customers. The government contemplates that the project will consist of three phases, each lasting approximately 15 months. Interested parties should have documented expertise and existing capability in the development and production of isotropic rigid-rod polymeric materials and should identify their interest and capability to respond to any potential requirement by submitting the information required under note 25 below. All submitted information should be limited to no more than 25 pages, one-sided, minimum font size 10 and should be sent to James N. Satteson, AFRL/MLKT, Contract Negotiator, at (937) 656-9806 or via e-mail at James.Satteson@wpafb.af.mil by 17 FEB 2003 no later than 1500 EST. Submittals via e-mail are preferred. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear concerns from potential sources. The purpose of the Ombudsman is not to diminish the authority of the program director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the information.
