Description
The Air Force has a requirement for Unscheduled Depot Level Maintenance (UDLM) and Structural Repair Kits in support of the C/KC-135 and B-52 weapon systems, and when necessary, Foreign Military Sales (FMS) aircraft. UDLM requirements include, but are not limited to emergency repairs and other routine repairs, modifications, installations, or services, which are not otherwise available from other existing contracts, where original equipment manufacturer expertise is necessary or where lead time for a separate acquisition may not be feasible. The UDLM contract may also be utilized when mission dictates that an aircraft must be returned to service within a minimally specified schedule period. Structural repair kits would vary depending on aircraft needs and could include: spars, ribs, longerons, other major structural components, fasteners (non-stock listed), wing body skins and unique stiffeners to major structural components. This is a synopsis for a noncompetitive proposed contract action. The proposed contract will be with The Boeing Company, Wichita, KS. The contract will be for a term of five years, consisting of one basic year and four annual option years thereafter. The reason for proposing a noncompetitive contract action is that Boeing is the only known source that comprehensively possesses the necessary data (including proprietary data), expertise, facilities and tooling, necessary to repair the weapon systems in the timeframes required. This synopsis is issued for subcontracting opportunities and for the possibility of enabling future competition. All interested parties may respond and all responsible offerors will be considered. The proposed issue date for the solicitation is 14 Nov 02. The Government does not intend to acquire a commercial item using part 12. Notes 22 and 26
