Description
NASA/GSFC plans to issue a Request for Quotation (RFQ) for 1) Model 2010 Parylene Deposition System (#FA-610-1010-1) 2) PDS2010 Mechanical Chiller (#20074) 3) PDS2010 Reduced Capacity Chamber (#PDS2010-2) 4) PDS2010 Spare Parts Kit, Basic (#SA-285-1028-2) 5) DPX-C Parylene Dimer (1 lb.) (#7100C) This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Specialty Coating Systems (SCS), a Cookson Electronics Equipment Company. The desired coating system, Model 2010 capabilities have demonstrated achieving highly controlled and uniform, pinhole-free polymer films as thin as 0.4pm in published findings and computer control system to achieve the extremely tight tolerances and control needed for research and control-critical applications. The need for a small coating chamber, internal computer controlled temperature/pressure capabilities are required to achieve high level of precision in the coatings. Micro Electro Mechanical Systems (MEMS)-based applications include the use of Parylene as a structural polymer micro-material, as a dielectric material for MEMS devices, as a sacrificial layer for use in MEMS fabrication, and for various other advanced, tolerance critical applications. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 6, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
