- The Government intends to issue a solicitation for webbing, textile, nylon. The solicitation will be issued as a total small business set-aside, for the quantity of 282,364 yards NSN: 8305-00- 782-6734 to be delivered over a six-month period, commencing 135 days after the date of award. Destination is Defense Distribution Depot Albany Transportation Officer, 814 Radford Blvd., and 1221 Bay 5, Albany, GA., 31704-1128. Note: Inspection and acceptance will be at origin. Previous history: Narricot Industries, a quantity 98,712 yards price was negotiated and was firm fixed price. The government intends to make two awards to fulfill this requirement, however we reserve the right to make one award if it is in the best interest of the Government. If two awards are made, the contractor with the best overall evaluation will receive 60% of the Government requirements and the contractor receiving the next best evaluation will receive 40% of the Government requirements. The resultant contract(s) will also one year option term with the same quantities as the base term. Best value source selection procedures will be utilized to select the successful offeror(s). The evaluation factors will include Product Demonstration Model's (PDM'S), Past Performance, Industrial Mobilization, Socioeconomic Program Support, DLA Mentoring Business Agreements, JWOD, and price. All responsible small business may submit a proposal for consideration to DSCP. Gateway posting of the RFP will be in February 2003. Contract Patricia A. Availability of solicitation, FAR 5.102(d) applies, as our office no longer issues solicitation or amendments in paper form. Offerors should register to receive notification of this solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil/home AFTER 23 FEBRUARY 2003 (estimated date). From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles as the commodity center from which notices will be sent The solicitations will be sent. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The berry Amendment" imposes restrictions on the DOD's acquisition of foreign products and services). Generally, Clothing and Textile items (as defined in DFAS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
