Description

The U. S. Department of Commerce, National Environmental Satellite, Data and Information Service (NESDIS), National Geophysical Data Center (NGDC) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Dr. Aaron J. Ridley for modification and operation of the Assimilative Mapping of Ionospheric Electrodynamics (AMIE) procedure to meet the needs of the Space Weather Reanalysis project. This project involves the integration of several extremely complex near earth space environmental models written in multiple languages including C, FORTRAN, PERL, and Java. Dr. Aaron Ridley has been involved in the development of and provides maintenance for all of the models currently involved in the project. The primary focus of this project will be to extend the AMIE capabilities and integrating them with the other domain representative models. Development on this project will include: 1) Modification and operation of AMIE. 2) Ingest and cleaning of magnetometer data. 3) Modification and operation of Thermosphere Ionosphere Electrodynamics General Circulation Model (TIEGCM). This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE 100K). FAR Clauses in full text are available at http://www.ARNET.gov/far/. Based on Dr. Aaron Ridley's extensive work and familiarity with AMIE and TIEGCM, this synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
