Description
MODIFICATION 2: IT HAS BEEN DETERMINED THAT AN ESCORT CAN BE PROVIDED TO BE WINNING OFFEROR. THEREFORE, THE REQUIREMENT FOR A STANDARD INDUSTRIAL SECURITY CLEARANCE AND A RECENT BACKGROUND INVESTIGATION IS BEING ELIMINATED FROM THIS SOLICITATION. THE RESPONSE TIME HAS BEEN EXTENDED TO FEBRUARY 14, 2003, 3:00 pm EST. ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Proposal RFQ) 808886 is assigned. This requirement is being conducted as a total Small Business Set Aside under the procedures of the Federal Acquisition Regulations (FAR) Parts 12 and 13 (test program). All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The Standard Industrial Classification Code is 611430 and the Business Size Standard is $5.0 million. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up to date information about this acquisition. The Federal Bureau of Investigation (FBI) requires the services of a contractor who possesses special expertise in specific areas of applied behavioral science relating to investigative law enforcement operations for the purpose of performing training and consultation in support of Behavioral Science Unit commitments. The training requirements are a two hour block of instruction about Cultural Diversity and a two hour block of instruction about Work Place Violence. Each of the two courses will be taught at least four times per year with a maximum of eight times per year. The targeted student population consists of middle to upper level law enforcement managers and executives. Each class will have no more than 55 students. Consultation requirements of the Offeror shall consist of at least one (1) two-hour block, and not exceed six (6) two-hour blocks, of consultation per year. Consultation shall include investigative guidance, suggested options and direction imparted to FBI employees based on Offeror's professional expertise in the field of law enforcement and applied behavioral sciences, noting historic perspectives and contemporary trends, as needed (subject matter listed below). Consultation may be conducted telephonically, electronically, or on site, at the direction of the FBI. The Government intends to award a Firm Fixed Price Indefinite Delivery Indefinite Quantity / Time and Materials 12 Month Term type contract, for one base year and four one year options. The training will be on a Firm Fixed Price Indefinite Delivery Indefinite Quantity basis for 2 - two hour courses taught at least four times per year with a maximum of eight times per year. The consultation will be on a Time and Material basis, which will include hourly rate, travel (if applicable), and estimated materials (reports, photocopies, etc.), with at least one two hour block and not to exceed 6 - two hour blocks of consultation per year. Offeror shall quote fixed pricing for the base year and subsequent four one year options, for each course and for consultation, which shall include all expenses (i.e., travel, materials). The dates for the training classes will be provided to the Offeror with at least 14 days advance notification. The place of performance will be the FBI Academy in Quantico, VA. Offeror is to indicate if quantity discounts apply. The FBI will provide all necessary classroom facilities and Audio Visual (AV) equipment. Offeror shall provide the FBI within one week of the first class start date, a copy of all written material and a written list of AV equipment necessary for instruction. The required curriculum for the Cultural Diversity instruction shall include the following topics: Human Evolution; Societal Development and Change in America; Societal Institutions and Changes; Societal Divisions and Unity; Positive Aspects of Understanding Profiles and Groups within Communities. The required curriculum for the Work Place Violence instruction shall include the following topics: American Culture and Violence; Corporate Factors; Violence Indicators; Legal Issues; Management Planning; Common Motives; Situational Examples; Offender Characteristics; Modus Operandi; Role of Fantasy; Indicators of Drug/Alcohol Abuse; Prevention; Work Place Issues (e.g. Relating to Employees, Customers, Known and Unknown Subjects). The Offeror shall provide each student syllabi, professional journal article(s), operational and procedural guidelines specific to applied behavioral science and investigative law enforcement operations, sample analysis guides and surveys, and handouts, as appropriate for the topical area of instruction. The type font of printed material shall be clear and sharp for purposes of legible reading and copy duplication without degradation. Consultation provided by the Offeror shall consist of investigative guidance, suggested options and direction imparted to FBI employees based on Offeror's professional expertise in the field of law enforcement and applied behavioral sciences, noting historic perspectives and contemporary trends in the following topics as needed: Crime Analysis; Profiling of Individuals, Groups and Communities; Equal Employment Opportunity Matters; Futurology; Hate Crimes: Roles of Law Enforcement Officers; Juvenile Crime; School Violence; Stalking; Crime Against Children; Work Place Violence; Law Enforcement Stress and Personal Problems; Peer Counseling, and Terrorism. The Offeror shall provide consultative reports, copies of original publications, research findings, handouts and other documents based on the consultative topic for the employees and staff as necessary. The Offeror may supply electronically recorded media of pertinent voluminous documents and materials on 3.5 inch diskettes or CD ROM disks in lieu of printed copies. The Offeror shall wear appropriate business attire while performing instruction and on site consultation. The following provisions in the Federal Acquisition Regulation (FAR) are incorporated into this solicitation by reference. Evaluations of Commercial Items FAR 52.212-2 - Modify (a) by adding: Significant evaluation factors include, and in order of importance are: biography of instructor; subject knowledge, oral presentation, course curriculum sample lesson plan which demonstrates how requirement will be filled; past performance, and price. Course material and technical experience are more important than past performance and all are significantly more important than price. Past Performance of the Offeror shall be evaluated under this factor to include: the quality of performance; relevance of experience as to technical difficulty, scope and complexity; client satisfaction; adherence to schedules; overall personnel quality, availability and stability. Evaluation: Best Value to the Government. The instructor(s) must meet the following minimum requirements: a background in law enforcement, including investigative and technical experience, for the purpose of facilitating knowledgeable instruction and consultation specific to federal and local law enforcement investigative operations; a background in applied behavioral or social science for the purpose of facilitating knowledgeable instruction and consultation concerning workplace violence and cultural diversity, to include experience in history, development, contemporary trends and leadership applicable to federal and local law enforcement investigative operations; experience teaching law enforcement personnel the required topics of instruction, and consultation experience directly related to the specified list of topics described above. The contractor shall possess a SECRET industrial security clearance and a recent background investigation. The contractor shall provide: examples of current course materials either in PowerPoint or hard copy for review and evaluation, and a detailed biography including field experience and technical training for proposed instructors. Course Curriculum shall be included with offer. Offeror(s) are advised the Government reserves the right to award this contract without discussion, and should price accordingly. More consideration will be given to those Offeror(s) possessing an advanced degree or degrees (i.e., Masters Degree, PhD.), in the area of Behavioral Science from accredited institution(s). Offeror(s) must provide all documentation which demonstrates the knowledge and experience described above. Qualified Offeror(s) will be required to present a one half hour demonstration on Work Place Violence and a one half hour demonstration on Cultural Diversity for evaluation purposes. This demonstration will take place at the FBI Academy in Quantico, VA. Each Offeror shall include a completed copy of 52.212-3 Offeror Representations and Certifications Commercial Items (APR 2001) with their quote. Each Offeror shall include three references for past performance evaluations, which shall include: Government agency/activity name or commercial company; Contracting Officer's name/ Contracting Officer's Technical Representative's name/company point of contact, supervisor and telephone numbers; contract number and type; brief description of the services provided and period of performance. Include information which demonstrates technical expertise. Offeror must acquaint themselves with the new regulations concerning Commercial Items Acquisitions contained in FAR Subpart 12, and must ensure that all Representations and Certifications (located on the internet) are executed and returned as required in this synopsis/solicitation. Offerors are advised that the FBI is operating under a Continuing Resolution. Future obligation authority is contingent upon availability of appropriations. Faxed proposals will be accepted. Hand carried offers will not be accepted.
