Description
This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. There may be more than one award for this requirement. This requirement is 100% set aside for small businesses. All offerors must be able to qualify under the North American Industry Classification System (NAICS) code 541618 (Other Management Consulting Services) size standard $5.0M. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (Jan 1999); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (July 2002); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2002); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2002). Title: Senior Program Economist/Social Return on Investment Specialist. I. Background: The African Development Foundation (ADF) is recruiting an individual on a contract basis (i.e. Personal Services Contract) to serve as a senior program economist and specialist on social returns on investment. The recruitment is for an immediate opening, to be posted in Washington, D.C. but with extensive travel to and in several countries in Africa. ADF is dedicated to promoting broad-based sustainable development and empowerment of the poor in Africa and expanding the capacity of local organizations to promote and support grassroots, participatory development. Period of Performace: One year from contract award with three additional 1-year option periods. II. Statement of Duties: Summary of Duties: The personal services contractor serves as an expert and professional leader in ADF on issues affecting the development and implementation of strategic partnerships and trade and investment programs focused on grassroots-based enterprises and activities. The incumbent provides leadership in developing policies and strategies, forging strategic partnerships to leverage funding for community-level development, promoting trade and investment programs, and providing technical assistance and support services to ADF's partners and grassroots-based small and medium-sized enterprises that are responsive to their unique needs and the particular country situations. The personal services contractor serves as Senior Program Economist for three ADF country programs. In this role the incumbent is responsible for the following duties: 1. Assisting ADF partners in conceptualizing and implementing strategic partnerships with in-country entities, including federal and local governments, donor agencies, and the private sector. 2. Assisting ADF partners in conceptualizing and implementing business strategies that will enable them to become financially and institutionally self-sustaining. 3. Assisting SME grantees in conceptualizing and implementing business strategies, services, products and methodologies to improve their competitiveness and increase their participation in trade and investment activities. 4. Preparing product, industry and sector analyses, ADF project development analyses and documentation, and participate in internal technical reviews. 5. Reviewing and appraising programs proposed for funding under strategic partnerships and trade and investment development grants proposals, and then assisting ADF's partners, as needed, in the development of those proposals and their appraisal. 6. Representing ADF's partners and grantees and interacting with other USG agencies, international finance institutions and donors, U.S. and African private sector entities, business development service institutions, and NGO's in areas of mutual interest and benefit. 7. Devising and implementing strategies, including outreach, for successfully leveraging additional resources for ADF partners and grantees. 8. Supporting the training and development goals of ADF country partners and grantees by serving as a trainer, coach and mentor in the areas of partnership development, program design, individual project design, financial analysis, credit analysis, organizational development, and fund-raising. 9. Conducting or securing market research on specific industries, technologies, or capital goods both prior to and after ADF awards a grant. The personal services contractor also serves as the Social Returns on Investment (SROI) Specialist for ADF. In this role the contractor is responsible for: 1. Developing guidelines for monitoring and assessing the social impact of trade and investment activities and community-level impact of programs undertaken in strategic partnerships, and training ADF partners and grantees to conduct such monitoring and assessments of ADF-funded projects. 2. Ensuring social equity issues are identified in the course of designing and implementing trade and investment activities, including training ADF partners as needed to strengthen their appraisal of proposals and monitoring of projects. 3. Conducting and reviewing research findings related to facilitating effective participation of African SMEs in trade and investment activities. 4. Identifying and evaluating different models of building the capacity of grassroots groups to serve as engines of community development and economic growth. 5. Assisting ADF's partners and grantees in documenting and disseminating "lessons learned" and "best practices." 6. Assisting ADF partners and grantees to identify and access suitable funding to compliment ADF's investment, or for sustaining or expanding grantee operations after ADF's grant has expired. 7. Collaborating with USG and donor agencies involved in promoting trade and investment, including Export-Import Bank, Trade and Development Agency, Overseas Private Investment Corporation, Small Business Administration, USAID, Treasury and Commerce Departments. I. General Work Conditions: The PSC will be stationed at ADF's office in Washington, D.C., and will be provided space and office equipment there. The contractor is expected to spend about one-third of the contract time in Africa; extensive travel in rural areas is required. For example, work in Nigeria, Guinea, Niger, Zimbabwe and Botswana. II. Evaluation Criteria: Evaluation Factors will be checked in the order given. This senior PSC will be required, at a minimum, to have the following:1) Experience as a senior advisor or manager on issues relating to the development and implementation of social and economic development programs in Africa, especially grassroots trade and investment, small and medium enterprise development, micro-credit, and HIV/AIDS. 2) Experience in partnership development, strategic planning, program performance assessment, project design, and monitoring and evaluation. 3) Knowledge and use of participatory development methodologies and their application in project selection, development, monitoring, and performance assessment. 4) Strong leadership and interpersonal skills and demonstrated ability to work effectively with colleagues, officials of USG agencies and host country governments, representatives of other international donor groups, as well leaders and members of African community-based organizations. 5) Excellent verbal and written communications skills, including the ability to work in French. 6) The offeror's successful prior experience working for a foreign assistance agency at an executive responsibility level. 7) The offeror's history of successful completion of assigned tasks and responsibilities, and history of providing high-quality products and services on schedule. 8) The offeror's demonstrated ability to develop and execute workplans, take initiative, and identify and solve problems with minimal management oversight. III. Salary and Benefits: Salary is inclusive of salary and all benefits. Travel will be funded under separate travel authorizations issued by ADF. The Government estimate for the first year of this contract shall is $120,000 to $149,724 with the full four (4) years $480,000 to $622,320. Contractor's proposal should specify cost for each option period. IV. Cost proposal shall include breakdown of your fully loaded rate. Proposal must be received by the closing date to be considered. Contract Award - The African Development Foundation is authorized to enter into personal service contracts under section 506(a)(5) of the African Development Act. Contract award shall be made to the responsible offeror whose offer(s), in conforming to this RFP, provides an overall best value to the Government, past performance, personnel qualifications and cost considered. The Government's objective is to receive the highest quality Contractor possible, at a realistic and reasonable cost; however, between proposals that are evaluated as equal in quality, cost will become a major consideration in selection the successful offeror(s).
