Description
This indefinite quantity contract shall be for preparing environmental baseline surveys (EBS), finding of suitability to transfer (FOST), and finding of suitability to lease (FOSL) documents and production services; acquisition of focused air, sediment, surface and subsurface soil, surface and subsurface water samples, and analytical services; identifying lead base paint and asbestos-containing material, and for various additional services in support of the above services in support of real estate actions associated with property acquisition and excessing primarily covering the following states: ME, VT, NH, MA, RI, CT, NY, NJ, PA, & DE which comprise the Naval Facilities Engineering Command, Engineering Field Activity Northeast Area of Responsibility. The contractor may, on occasion, be tasked to provide the services described herein at locations outside of the EFANE AOR. Work includes, but is not limited to, the following professional services: 1) preparing and producing EBSs; 2) field work for gathering data in support of preparing EBSs; 3) performance of a site investigation to determine if and to what extent contamination exists; 4) data management; and 5) others as necessary in support of requested services. The contractor shall be capable of obtaining a security clearance if required. Services required may also include preparing and producing an EBS using ASTM standard D-6008: Standard Practice for Conducting Environmental Baseline Surveys (US Navy EBSs are similar to Phase I Environmental Site Assessments as provided for in ASTM Standard E-1527: Standard Practice for Environmental Site Assessments: Phase I environmental site assessment process). This contract shall produce an EBS according to the ENGINEERING FIELD ACTIVITY NORTHEAST EBS Format Guidance. Focused Data Acquisition services include, but are not limited to: 1) preparing a site field sampling plan and a health and safety plan; 2) acquiring and analyzing samples to determine if lead-based paints or asbestos-containing material is present; 3) acquiring sediment and surface and subsurface soil samples with the use of hand augers, direct push, and other technologies as appropriate; 4) acquiring surface and subsurface water samples with the use of direct push and other technologies as appropriate. 5) acquiring air samples; 6) performing analysis of samples using EPA or other appropriate protocols; and 7) preparation and production of a site investigation report (SIR). Data management services include, but are not limited to, 1) storage of all information in a suitable electronic format; 2) delivery of documents and data on compact discs; 3) data delivered in a readily spatially accessible format. Also included is the preparation of plans and specifications, cost estimates, and other work needed to provide complete packages. Preparing permits includes, but is not limited to: 1) researching existing and anticipated conditions; and 2) completing the application for signature. Assisting the Navy in presenting the EBSs to various entities including, but not limited to, applicable regulatory authority, and the public at meetings or hearings; and miscellaneous projects generated by federal, state, or local laws, regulations, goals, policies, and business practices or pre-approved self-initiatives. This contract shall be a Firm Fixed Price Indefinite Quantity type contract. The duration of the contract will be for one year from the date of the initial contract award with options for four additional one-year periods. The total amount that may be paid under this contract (including the option years) will not exceed $2,500,000 for the entire contract term. The minimum guarantee for the entire contract term (including the option years) will be satisfied by the award of the initial project. The options may be exercised within the timeframe specified in the resultant contract at the sole discretion of the Government subject to workload and/or satisfaction of A/E performance under the subject contract. There will be no dollar limit per project and no dollar limit per year. The NAICS Code is 541330 and the small business size standard classification is $4,000,000. THE PROPOSED CONTRACT IS BEING SET ASIDE FOR SMALL BUSINESS FIRMS. ONLY FIRMS THAT MEET THE SMALL BUSINESS SIZE STANDARD SHOULD APPLY. The following criteria will be used for selection and is listed in descending order of importance: 1. PROFESSIONAL QUALIFICATIONS: a) The team leader shall be registered or certified within an applicable field with (1) a minimum of five years of experience as a multi-discipline team leader; (2) demonstrated responsibility in charge of preparing EBS or Phase I site assessments; (3) developing and executing site investigation plans; and (4)knowledge of the EBS or Phase I site assessment process and content. b) individual team members' technical competencies shall include: (1)EBS or Phase I site assessment and site investigation field efforts; (2)EBS or Phase I site assessment and (SIR) preparation; (3)knowledge of the EBS or Phase I site assessment process and content; (4)applicable specialized certification or registration; (5) applicable education. 2. SPECIALIZED EXPERIENCE: a) recent applicable project experience relating to: EBS or phase I site assessment field work of suitable size and scope; site investigation field work performance; and EBS and SIR preparation and production; and b) applicable project experience relating to EBS or Phase I site assessment preparation involving: federal state, regional, and local laws and regulations; Navy Real Estate practice and policy knowledge (or evidence of similar relevant experience); and commercial business Phase I site assessment practice and policy. 3. PERFORMANCE: a) past performance in management planning and execution performance; b) contracts with government agencies and private industry in terms of i) quality of work; ii) controlling costs; and iii) improving existing practices; c) compliance with performance schedules; and d) ability to provide timely responses to issues that could arise during various phases of the contract. 4. CAPACITY: a) professional ability to perform multiple projects concurrently; b) ability to sustain the loss of key personnel while accomplishing the work within required time limits; and c) ability to accomplish multiple small, medium and large projects whether site investigation or EBS preparation. 5. QUALITY CONTROL PROGRAM: Use of an internal quality control program to ensure technical accuracy and discipline coordination of the studies, plans, and specifications. 6. LOCATION: a) Proximity to the geographical region covered by ENGINEERING FIELD ACTIVITY NORTHEAST provided that there is an appropriate number of qualified firms therein for consideration; and b) Knowledge of local and regional conditions and regulation that should be considerations of the contract requirements. 7. VOLUME OF DOD WORK: Firms will be evaluated in terms of work previously awarded to them by DOD within the past 12 months. 8. JOINT VENTURES, TEAMING, OR SUBCONTRACTOR UTILIZATION: A-E firms will be evaluated on the extent to which they identify and commit to, in the performance of this contract: a) Small businesses; b) Small disadvantaged businesses; c) Historically Black colleges and universities; or d) minority institutions. Standard Forms 254, 255, and 295 may be downloaded from the following GSA web site: http://www.gsa.gov/forms Respondents may supplement this proposal with graphic material and photographs that best demonstrate capabilities of the team proposed for the project. Block 10 of the Standard Form 255 will include the following: (1) Summary of how the firm meets the stated evaluation criteria for this contract; (2) Matrix documenting proposed team members specialized experience relevant to the subject contract (IN LEFT HAND COLUMN SHOW: Relevant projects (use number of project assigned in Block 8 of Standard Form 255). ACROSS TOP ROW OF MATRIX SHOW: Role of team member (include consultants) on relevant project i.e., Project Manager, Project Engineer, etc...); (3) Copies of performance evaluations and/or letters of commendations (as attachments) for office making this submission; (4) List of relevant projects and date design completion scheduled, date design completed, and final cost estimate compared to the contract award amount. Firms must also indicate if they are a subsidiary, and if so, must state if they are normally subject to management decisions, bookkeeping, and policies of their holding or parent company. Also indicate if firm is an incorporating subsidiary that operates under a firm name different from the parent company. The qualification statement should clearly indicate the office location where the work will be performed and the qualifications of the individuals anticipated to work on the contract and their geographical location. All contractors are advised that registration in the DOD Central Contractor Registration (CCR) Database is required prior to award of a contract. Failure to be registered in the DOD CCR Database may render your firm ineligible for award. All firms are encouraged to register as soon as possible. Information regarding this registration may be obtained through the point of contact identified for this procurement. SELECTION INTERVIEW REQUIREMENTS: At the selection interview, the A/E firms slated for interviews must submit a listing of present name and telephone numbers of officers at their financial institutions, and performance references, in addition to a preliminary subcontracting plan, if they are a large business firm. Firms having a current SF 254 on file with this office and those responding by 4:00 p.m., Eastern Standard Time, on February 25, 2003 will be considered. NOTE: PLEASE SUBMIT ONLY ONE COPY. All hand carried submittals must be deposited in the bid box which is located in the lobby at the above given address prior to the time and date specified. Access to the bid box is only on working days between the hours of 8:00 a.m. and 4:00 p.m., eastern standard/daylight time.
