Description
DESCRIPTION: The 61st Contracting Squadron at Los Angeles Air Force Base, CA seeks potential sources under an Office of Manpower and Budget (OMB) Circular A-76 Cost Study to perform services in the Base Education and Training Office. The cost of performance by a contractor will be compared to the cost of performance by the current, in-house Government personnel to determine the most advantageous and cost effective method of operation for the Education and Training Office. If this function is contracted out, the Government anticipates the award of a firm fixed price contract with a one-year basic period of performance and four one-year option periods. This office serves approximately 3,000 military and civilian personnel. The Education and Training Office is responsible for the administration and execution of various non-instructional services in support of Personal and Professional development of assigned personnel in addition to developing and teaching computer software courses. Non-instructional programs supported include: providing Educational Guidance Counselor services for programs such as Community College of the Air Force, various commissioning programs, Air Force Institute of Technology, and civilian career development; Educational testing services, management and administration of educational financial assistance programs such as the Military and Civilian Tuition Assistance Programs, administering the Veterans Administration-Montgomery GI Bill benefits and various other sources of financial aid, functions as liaison activity between the base and local schools and other agencies, administering the correspondence program for professional military education courses, administering the processing of all military and civilian formal training courses, processing nominations for and/or conducting special boards such as the Undergraduate Flying Training Program and Squadron Officer School, administering a Distance Learning Facility to include facilitating classes and maintaining a library of distance learning classes, administering the Officer Professional Development Program, administering the Officer and Enlisted In-Residence Professional Military Education Program; administering the Enlisted Specialty Training Program, administering the Acquisition Professional Development Program, administering various Special Programs, and scheduling classrooms and tracking training requests. This listing should be considered neither final nor all-inclusive at this time. This acquisition is being considered for a Small Business Set-Aside. Interested sources are encouraged to respond with a Capability Statement that includes, at a minimum, the company name, the name and phone number for a Point of Contact, and the size standard of the company. In addition, we are requesting information on the following questions: What are your normal contract termination provisions? What are standard invoicing and payment expectations? How are your contracts normally priced? (Per month, Per hour, Per Item) What would be the job requirements for someone hired to work in an Education and Training Office? How long does it usually take for new employees to become proficient in performing tasks? How long does it usually take to transition to full and effective performance on a new contract? How do you train your employees to perform work on new contracts? What method of quality control/assurance do you perform to ensure customer satisfaction? How do you measure your performance against contract Statement of Work tasks? What is your process for handling Customer complaints? Does your quality control program use metrics? If a problem is identified, what is the maximum elapsed time you allow to resolve the problem? Historically, (yearly/quarterly/monthly) how many customer complaints do you receive? What capabilities (if any) do you have for class instructions? (Either within facility, off site, On-line or website instructions) Do you provide computer training for your employees? How do you conduct training? i.e. in house, local schools, web based? The North American Industrial Classification System (NAICS) code for this study is 611710, Educational Support Services. The size standard for small business is $6 million in annual receipts.
