Description
The U.S. Dept. Of Commerce/National Oceanic Atmospheric Administration/National Marine Fisheries Service - Office of Protected Resources has a requirement for a qualified contractor to provide support services to prepare for the annual meeting of the International Whaling Commission (IWC) to be held in Germany in June 2003. The Scope of Work includes: 1) Support the IWC Coordinator, IWC Commissioner, Deputy Commissioner, and NOAA Administrator in all matters pertaining to the IWC, including communicating with the IWC Office, coordinating meetings with visiting foreign delegations, coordinating with the Departments of State and Interior on IWC issues, responding to Freedom of Information Act requests, responding to congressional queries, and communicating with Tribal officials, congressional representatives and members of non-governmental groups; 2) Perform strategic planning and coordination advancing U.S. Government interests in preparation for the upcoming IWC annual meeting. This includes working with the Makah Tribe and Alaska Eskimo Whaling Commission (AEWC) to update the latest information of aboriginal hunts, efforts to include sufficient inspection and observation methods as part of any Revised Management Scheme adopted by the IWC, and coordination and consultation with various member nations of the IWC; 3) Coordinate the execution of two National Environmental Policy Act (NEPA) environmental assessments on issuing quotas to the Makah Tribe and the AEWC for the years 2003-2007. This includes oversight of scientific analyses, gathering and analyzing data, conducting public comment periods and public hearings, and complying with NEPA and Council on Environmental Quality (CEQ) guidelines. Work related travel will be needed to Barrow, Alaska and Berlin, Germany, therefore a set travel allowance in accordance with Federal Travel Regulations will be provided. The proposed Period of Performance will be from mid February through August 1, 2003. Interested contractors are invited to submit a written response for this solicitation package to the address above, to be received no later than February 06, 2003. Responses/requests should be faxed to (301) 713-0806. The responses shall be no more than five pages and shall include the following: 1) Contractor's capabilities overview; 2) Past performance information (relevant experience to perform the required services); 3) Resumes of personnel to provide services; 4) Pricing information. All responses will be evaluated on a best value basis using the following Evaluation Criteria: 1) Past performance working with marine mammal issues; 2) Working knowledge of the International Whaling Commission (IWC), International Convention for the Regulation of Whaling, and National Environmental Policy Act (NEPA); 3) Ability to facilitate the advancement of the U.S. objectives in the IWC and ability to conduct NEPA environmental assessments on tribal whaling quotas; and 4) Price. Award will be made using simplified acquisition procedures.
