Description
The National Cancer Insitute(NCI), Occupational Epidemiology Branch (OEB), intends on entering into a sole source contract with Ciphergen Biosystems, Inc., 117 Great Valley Parkway, Malvern, PA 19355 for the analysis/validation of differential protein profiles due to benzene exposure. The overall goal of the study is to validate and reproduce findings from a previous study among 10 exposed and 10 unexposed subjects that identified specific perturbations in protein levels in serum among benzene exposed subjects. Ciphergen Biosystems, Inc., is the only mass spectrometer source known to the NCI that has an operating system that is capable of profiling protein patterns in biological fluids using samples of limited volume (Ciphergen ProteinChip System; patented (No. 5,719,060 & 5,894,063). There are other techniques run by other mass spectrometer companies which require much larger amounts of biological material and lack sophisticated software to spot differences or patterns in complex protein mixtures. These techniques are therefore deemed not suitable for the important and novel research questions on differential protein patterns among benzene exposed workers. In addition, to previous performed analyses, it is of imperative importance that the obtained data on protein profiles is comparable between both studies. Great importance as it is intended to pool all data for the final statistical analyses and therefore both sets of data need to be absolutely comparable. This can only be achieved by running the samples at exactly the same conditions in order to control for any differences in laboratory techniques or other unknown sources of variation. This is not a request for competitive quotations. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:30 PM EST (Local Washington, DC time) on February 4, 2003. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.302-1. If you have any questions, please contact Cynthia Brown, Purchasing Agent (301) 402-4509. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. The NAICS Code 541990.
