Description
Notification of Contract Action (NOCA). This FedBizOps announcement constitutes a Notice of Contract Action (NOCA) to extend the Reconnaissance, Intelligence, Ground Systems (RIGS) Products and Services, (RPS) contracts to Lockheed Martin and Raytheon under Contract Numbers F19628-97-D-0008 and F19628-97-D-0009; increasing the ordering period and period of performance each by one year. A NOCA was previously issued and a modification completed to extend the ordering and performance periods of these two contracts. The new NOCA will extend the ordering period for these contracts from 31 December 2003 to 31 December 2004. The related period of performance will be extended from 31 December 2004 to 31 December 2005. There will be no change in the competitively awarded ceiling price. This extension is needed to support the Airborne Signals Intelligence Payload (ASIP) effort for tasking, processing, exploitation, and dissemination of intelligence, reconnaissance, and surveillance (ISR) information. The Government intends to contract with Raytheon and Lockheed Martin as the only holders of RPS contracts under authority of FAR 6.302-1 (a)(2)(iii)(B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". In this case the USAF may deem products and/or services to be available only from the original sources in the case of follow-on contracts for the continued provision of highly specialized products or services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements (see 10 U.S.C. 2304(d)(1)(B)). This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government.
