- This solicitation will be the follow-on contract to the Space Test and Engineering Contract (STEC). The current STEC contract ends 30 September 2003. This follow-on effort includes a tentative 3-month transition period, a 1-year base contract, and four 1-year options. The NAICS code is 541710 and the Size Standard is 1,000 employees. Foreign firms are advised they will not be allowed to participate in this acquisition. Proposals shall be submitted to the Contracting Officer at: Detachment 12 Space & Missile Systems Center, 3548 Aberdeen Ave. S.E., Kirtland AFB, New Mexico 87117-5778. Past Performance, Volume V, is due 13 Mar 03. All other volumes (I through IV) are due 28 Mar 03. Ombudsman is Dr David W. Ganger. The effort constitutes technical non-personal services of a specialized nature. The proposed Space Test and Engineering Contract for 2004 (STEC '04) will continue uninterrupted services to SMC Det 12/VO in support of its mission to provide on-orbit telemetry, tracking, and control (TT&C) of research and development satellites. Technical support for all planning, readiness, launch, on-orbit test & evaluation operations, transition support, and analysis activities required to exploit unique high risk experimental and developmental spacecraft, ballistic missiles, and boosters. Management and operation of specialized space test ground systems including the RDT&E Support Complex (RSC) at Kirtland AFB (KAFB) NM, the Center for Research Support (CERES) at Schriever AFB CO, and other locations as may be required. Systems management/engineering to include: requirements definition, coordination and development of technical solutions, support of development testing, conduct of operational testing, mission unique system modifications, configuration management, system trouble shooting, anomaly resolution, and system tool implementation on the following specialized space test operating systems: (a)The commercial-off-the shelf (COTS)-based, open architecture satellite telemetry, tracking, and control (TT&C) COBRA and other systems (Braxton, OS Comet). The resulting system of the system is an integration of various COTS products into a unique architecture to provide satellite ground control capability. (b)The communication links from KAFB and SAFB to satellite control networks including links to the Air Force Satellite Control Network (AFSCN), Eastern Test Range (ETR), Western Test Range (WTR), spacecraft and booster contractor facilities as well as commercial networks.
