Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation reference number is FE441823230037 is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-11. The resulting award is 100% set-aside for small businesses. The associated NAICS code is 335999 with a 500-employee size standard. Contractors shall submit a lump sum proposal quoting FOB Destination for Charleston Air Force Base, South Carolina, for the following item: UNIVERSAL BEAD BREAKER with a 60,000 lbs capacity. Unit must allow the operator to choose the optimum diameter aircraft tire size of up to a 28-inch width and a diameter of 40 inches to accommodate various wheel rims. CONTRACTOR SHALL STATE the warranty period AND the delivery time. The following clauses and provisions are incorporated and will remain in full force in any result of award. FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price, (2) Past Performance and (3) Technical Capability. Technical and past performance, when combined, are equal to price. If the lowest priced evaluated responsible offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. The Government reserves the right to award a contract to other than the lowest priced offer if that offeror is judged to have a performance risk rating of ?very good? or lower. In that event, the contracting officers hall make an intergrated assessment best value award decision. OFFERORS shall provide 3-5 references of your most recent projects.
