- Description
- The Naval Surface Warfare Center, Dahlgren Division intends to purchase the following item on a Sole Source Basis from Anderson Metal Industries (AMI), 1385 Pittsburgh Rd, Franklin, PA 16323:Sixty-six (66) each Chemical Biological Radiological (CBR) Filter Housing Assemblies, AMI P/N N6263500-3S. The Filter Housing Assemblies are in support of the NSWCDD CBR Protection Systems Branch and are required for the Shipboard Collective Protection System (CPS) Backfit Program. The items are being acquired on a sole source basis because only the CBR Filter Housing Assemblies provided by AMI will meet compatibility requirements with existing Filter Bank Assemblies. Incompatibility or misalignment between these items and existing equipment could result in faulty operation of the systems and injuries to personnel. Additionally, only AMI can meet the Government's required delivery sched ule of: 33 each to be delivered by 04 September 2003 and 33 each to be delivered by 29 December 2003. Delivery will be FOB Destination. If delivery is other than FOB Destination, then state delivery cost in offer. Standard Commercial Warranty is required. Offeror shall include a description of the Commercial Warranty with their offer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only written notice; a proposal is being requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used in accordance with FAR 13.5. The closing date is 2 PM 05 February 2003. Proposals may be provided via fax to (540) 653-6810, Attn: XSD13-14 or via email to XDS13@nswc.navy.mil. Th e anticipated award date is 14 February 2003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04 dated 8 February 2002 and DFARS Change Notice dated 29 January 2002. The North American Industry Classification System code is 332999, with a size standard of 500. The applicable DPAS rating is DO-C9. This procurement will be awarded on an all or none basis. FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation and is hereby incorporated by reference. In accordance with FAR 52.212-2, Evaluation-Commercial Items, the Government intends to award a contract to AMI provided that AMI can establish that it is able to meet the requirement of this solicitation at a fair and reasonable cost. Offerors shall include a completed copy of the provision at FAR 52.212-3 and DFAR 252 .212-7000, Offeror Representations and Certifications-Commercial Items, with their offer. The following FAR and DFAR clauses apply to this acquisition and are incorporated by reference. FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items subparagraphs (a), (b) 1, 5, 11, 12, 13, 14, 15, 16, 19, 21, 22, and 24 (d) and (e); DFAR 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, subparagraphs (a), (b) 252.225-7001, 252.225-7012, 252.227-7015, 252.243-7002, and 252.247-7023. The Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 has implemented Electronic Commerce (EC) in the acquisition area, therefore, the synopsis/solic itation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply/busop.htm. Hard copies will not be provided. Vendors should regularly access the NSWCDD website to ensure they have downloaded any and all amendments.
