- The Bureau of Engraving and Printing (BEP) has a requirement for the remanufacture of inking-in rollers. This is a combined synopsis solicitation issued under the procedures of FAR Part 12. This notice constitutes the only solicitation; a written request for quotation will not be issued. The Request for Proposal number is BEP-03-12. The resulting contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with firm prices established throughout the contract period for the remanufacture of each roller; the government will then on an as-needed basis provide quantities of rollers to be remanufactured and delivered back to the BEP. Offerors must request and submit bid samples (see solicitation attachment), request must be received NO LATER THAN January 30, 2003. The contract shall be on an FOB Destination basis with all freight included in the delivered price. Offerors shall include a freight charge pro-rated within the price-per-item provided in the schedule. The resulting contract shall have an initial period of performance from time of award through Sept 30, 2003. The contract shall have options for performance under four more option years concurrent with the Government?s fiscal years, which run from October 1 of the current year through Sept 30 of the following year. Along with this notice in FedBizOpps, three Microsoft Word files are attached which are the complete solicitation. Please read, complete and return the applicable portions as follows: 1. Complete the attached SF1449 and return it with your offer. 2. A solicitation schedule consisting of Sections B-M is also attached. Offerors shall provide firm prices as provided in Section B of the solicitation, and complete the representations and certifications required under Section K of the solicitation. The applicable portions in Sections B and K must be returned with your proposal. 3. In addition, as required by Section L, offerors shall submit a brief technical proposal which addresses each area outlined in the attached Microsoft Word file ?Proposal evaluation factors?. The Government is especially interested in having you describe how you have performed these or similar requirements for your customers. This information will not be shared with anyone outside the U.S. Government and is requested in order to select the best available source of supply for the B.E.P. As part of this information, the Government requests that you provide points of contact so that we can evaluate your past performance with other firms or Government organizations. Please provide an organization name and address, point of contact name and title, phone number and fax number. The information you submit will be evaluated in accordance with Section M of the solicitation. Any exceptions or alternations to the Government?s terms must be provided on a separate page. The Government will evaluate any such alternative terms as required by FAR Part 12 however offerors are advised that exceptions or alternations which are unfavorable to the Government will be unfavorably evaluated if other offerors can acceptably meet the Government?s terms and conditions. Award will be made to the responsible offeror whose proposal, conforming to the requirements of this solicitation, represents the best overall value to the Government; this may be a proposal other than the lowest price. Proposals are due no later than 12 noon, March 06, 2003. Written responses are to be sent to Bureau of Engraving and Printing, 14th and C Streets, SW, Attn: David J. Mork, Room 705A, Washington, DC 20228. Proposals less than 20 pages in length may also be faxed to 202-874-2200. If hand-carried, proposals must be delivered to the employee entrance at 13th and C Streets, SW, Washington, DC 20228. All couriers must wait with the package until it is picked up by a representative of the procurement office; the procurement office will not be responsible for any packages which are dropped off unless they are hand-delivered to a representative of the procurement office- the police officers will not accept delivery of packages.
