Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement on or about February 13, 2003 with Dr. Rakesh Singh, Ontario, Canada to improve the methodology for modeling human exposure to motor vehicle emissions. The period of performance shall be within six months from date of award. EPA believes that Dr. Singh is the only source capable of providing the required services because the framework for MicroFacCo and MicroPacPM has been principally developed by Dr. Singh during his tenure with U.S. EPA NERL through the U.S. National Research Council Associateship Program from July 1998 to January 2002. Developments of the MicroFacCo and MicroPacPM framework have been summarized and discussed at several conferences and workshops. There is a need to complete preparation of papers for peer-reviewed journal publication that document the framework that has been developed for MicroFacPM. There is a need to prepare a paper for peer-reviewed journal publication that demonstrates application of the MicroFacCO and MicroFacPM mobile source factors. FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" permits other than full and open competition. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (Request for Quotations) is available. All interested parties who believe they can provide the required services may respond by submitting a written narrative statement of capability for consideration by the agency within 15 days of this notice to: U.S. EPA, Attn: Barbara Nelson (E105-02), RTP Procurement Operations Division, Research Triangle Park, NC 27711. No telephonic or faxed request will be honored. Response must include detailed technical information and other technical literature demonstrating the ability to satisfy this requirement. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine that competition is feasible, a purchase order will be placed with Dr. Singh.
