- This is a combined synopsis/solicitation. BACKGROUND: Since its inception, the Corporation for National and Community Service (the Corporation), and its predecessor, ACTION, has provided reasonable accommodation to employees and job applicants. On April 15, 2002, the Corporation released its policy on reasonable accommodation which formalizes the process, identifies those responsible for decisions, and sets a target of 20 calendar days to move a request forward to a solution. SCOPE: The Office of Human Resources estimates receiving fifteen to twenty [15-20] accommodation requests requiring support services each year. We are seeking a contractor to assist the Office of Human Resources [OHR], specifically its Disability Program Manager(s), in managing the process of adjudicating requests for reasonable accommodation from employees and job applicants. STATEMENT OF WORK: (1) The contractor shall provide the following services: (a) ensure that the Confirmation of Request for Reasonable Accommodation is submitted by the employee; (b) manage the interactive process, including meeting with employee and/or supervisor as required; (c) evaluate the accommodation options and making a recommendation to the supervisor, Office Director or Disability Program Manager; (d) document recommendations for both approval and denial;(e) develop a chapter (1-3 pages) for the Corporation?s Supervisors? Desk Reference;(f) develop, in collaboration with the Corporation?s Training Coordinator, a one hour interactive training for managers and supervisors; and (g) provide reasonable accommodation program data to other federal agencies when appropriate or required. (2) Assistance to OHR shall include consulting the employee?s supervisor, physician, rehabilitation specialist, and/or other health professionals in order to complete a needs assessment and a recommendation to the Disability Program Manager on whether to grant or deny a request and recommend appropriate accommodation. (3) The contractor shall guide employees in obtaining medical or other documentation of their functional limitations to support their requests through providing a clear description of what information is required. (4) If the accommodation requires computer/electronic/assistive technology, the contractor shall assist the employee in completing the Department of Defense, Computer/Electronic Accommodations Program [CAP] Accommodations Request Form, and coordinate with the CAP Office throughout the accommodation process. NOTE: The Corporation is a CAP partner. We will continue referring accessibility requests involving computers, electronic and information technology devices to CAP as long as that resource is available to us. (5) The contractor shall identify qualified vendors for the and help to expedite purchases for products and/or services to support accommodations through their knowledge of what is available at reasonable cost to best meet the needs of the particular individual. (6) In designing a course on Reasonable Accommodation for Managers and Supervisors, the contractor shall address the following criteria: LEARNING OBJECTIVES At the end of the training, participants will be able to:(1) process or approve a reasonable accommodation requests under the Corporation?s Reasonable Accommodation Policy; (2) identify some of the ways they may make a workplace more accessible for persons with disabilities; (3) advocate for the creation of accessibility;(4) eliminate workplace barriers and create equal employment opportunities for people with disabilities as required by law. COURSE CONTENT: At a minimum, the course shall include: (1) An introduction of the procedures for requesting accommodation under the Corporation?s policy; (2) Explorations of the terms: disability; qualified individual with a disability; substantial impairment of a major life activity; undue hardship; and others; (3) Examples of accommodations for some disabilities that are simple and inexpensive and examples of some accommodations with technology for vision, hearing, and mobility impairments. In the performance of this requirement, the contractor shall develop a one hour training segment, including handouts and visuals, as needed. This course shall follow the Corporation?s training guidance, that it be based on adult learning principles, i.e. that training objectives be measurable, address knowledge, skills and abilities, and that its approach be interactive. The contractor shall develop an information page for placement on our agency intranet to raise awareness for all employees on reasonable accommodation. PROJECT DESCRIPTION / DELIVERABLES (1) Meet with Disability Program Managers and Training Coordinator to discuss this project; (2) Review the Corporation?s Policy on Reasonable Accommodation (3) Review requests for accommodation (4) Design course for supervisors (a) Design course for supervisors not to exceed one hour (including materials to support course work) to: (i) provide an overview of the reasonable accommodation process; (ii) explores the basic terms; (iii) engage supervisors in exploring critical supervisory issues and appropriate courses of action; (iv) highlight key resources for specific decisions or processes (v) explains the importance of providing sufficient information on the nature of the disability and its impact on major life activities (vi) stresses the confidentiality of medical information to supervisors. (b) Compile evaluation data and debrief appropriate Corporation staff?which would include suggestions for revision to the training. (5) Review process of requests and recommendations with Disability Program Managers and offer suggestions for improvement where appropriate QUALIFICATIONS: The provider must demonstrate the following: (1) Expert knowledge of reasonable accommodation laws, rules, and regulations including case law precedents of the EEOC, MSPB and the courts; (2) Experience in designing training that is experiential/interactive and mindful of adult learning principles; (3) Expertise in the evaluation of requests for reasonable accommodation; (4) Demonstrated ability to refine and revise subsequent workshops; (5) The ability to appropriately advise Corporation managers, Human Resources staff, the Disability Program Manager, and others, concerning the Disability Program; to suggest changes; and collect and analyze data in order to report to other federal agencies or to improve the program, and (6) Experience evaluating ergonomic and assistive technologies and knowledge of advances and developments in the fields of accessibility and job accommodations. EVALUATION: This is a best value procurement and proposals will be evaluated based on the following criteria: (1) a summary of related experience and capabilities providing reasonable accommodation services (including resume(s) of persons proposed to perform the services as well as for the instructors proposed to conduct the training; (2) outline of planning process and resources (whether past designs, texts or trainers) from which you will or could draw; (3) proposed cost/price for planning, conducting and evaluating the training; and (4) proposed cost/price for repeating the course one additional time during the base year and twice during each of the two option years, and (Past Performance (provide references from clients, both federal and private sector) PROPOSAL PREPARATION INSTRUCTIONS: The proposal for preparing the training for all employees and for planning the initial training for managers and supervisors, initial evaluation and revision, shall be on a fixed price basis. Fixed loaded hourly rate shall be proposed for the labor categories that will be utilized in managing the process of adjudicating requests for reasonable accommodation from employees and job applications. Other Direst Costs (ODCs), including travel, will be reimbursed at costs. With the exception of training and meetings, all work is expected to be accomplished at the contractor?s facilities. A three year contract is anticipated, one base year and two 1 year options. The NAICS code for this requirement is 541618. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 12. The provisions at 52.212.1, Instructions to Offerors?Commerical, applies to this acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items with its offer. This is a best value procurement and evaluation of offers will be based on quality, past performance and price. References must be included with your offer. All proposals must be submitted in writing, signed by a person authorized to negotiate on behalf of the proposer with the Government and sent to the address in this announcement.
