- SUPPLY CLASSCOD: 49?Maintenance & Repair Shop Equipment OFFADD: 39th CONS, INCIRLIK AB TURKEY SUBJECT: REPAIR GENERATOR COMBINE SYSNOPSIS/SOLICITATION DUE: 03 Feb 2003 POC: TSgt Danielle Johnson DESC: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a paper copy of the solicitation will not be issued. Solicitation F61358-03-P-0021 is hereby issued as a request for quotation (RFQ). Only those who responded to the sources sought, reference number 12-04-02, and attended the site visit held on 30 Dec 2002 will be considered for award of the contract. The following nonpersonal services are required: the contractor shall furnish all labor, tools, materials, equipment, transportation, and supervision to manage and perform all operations for the repair of the generator. 1. Facility in which work is to be accomplished. a. Repairs will originate at the Combined Task Forces Power Plant. b. Alternator rewind, balancing, and initial testing will occur at the contractor-designated location. c. Alternator re-installation and functional testing will occur at the Combined Task Forces Power Plant. 2. Contractor will remove, repair, test, and re-install alternator within a 90-day period from the initial start of work. 3. The contractor shall provide the following services for the removal, repair, testing, and installation of the alternator IAW factory and/or technical specifications: a. Provide all tools and equipment necessary for the removal and installation of the alternator. b. Remove all necessary items to gain access to the alternator, i.e. Existing housing, air filter housings, safety guards etc. c. Contractor shall be responsible for all insurances associated with the transportation of the alternator to and from the repair facility. d. Remove alternator and transport it to a contractor designated location for repair and testing. e. Prior to rebuild, thoroughly clean alternator with steam and approved solvent. f. Remove old windings and rewind alternator with new conductors to factory specifications. g. Replace all brushes, brush holders, bearings and slip rings h. Inspect and test field transformers and rectifiers, repair and/or replace if required. i. Inspect and test heaters, repair and/or replace if required. j. Upon completion of alternator rewind, dynamically test alternator for proper balance IAW technical specifications. k. Perform insulation resistance test, high voltage surge test, and generator voltage output test. l. Repaint alternator housing prior to return and repaint as needed after installation. m. Insure unit is properly packed for transportation back to the CTF facility. n. Reinstall alternator on engine and check for proper alignment and adjust as necessary. o. Provide all calibration equipment and shims needed to ensure proper clearances and rotation once re-installed on the generator set. p. Re-assemble and/or re-install all items previously removed. q. Seal generator housing for leaks and repaint as needed. r. Functionally test the alternator at 100% load for a minimum of 24 hours. s. Provide on site contractor personnel for any repairs or adjustments required during the 24-hour functional testing of the alternator. Supply on site CTF personnel with all documentation associated with the alternator rebuild. All work will be completed within 90 days of Notice to Proceed. ATTENTION POTENTIAL OFFERORS: IMPORTANT INFORMATION CONCERNING ELIGIBILITY FOR AWARD OF THIS SOLICITATION DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED. See attached Microsoft Excel Document for Statement of Work. The provision at FAR 52.212-1, Instructions to Offers-Commercial Items. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, shall apply. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, shall be incorporated into any contract resulting from this notice.
