- Description
- The United States Department of Education, Institute of Education Sciences, National Center for Education Research has a requirement for a large, complex data collection. This data collection, part of the Integrated Postsecondary Education Data System, is designed to continue a series of cross-sectional data collections. The Integrated Postsecondary Education Data System (IPEDS) is the core postsecondary education data collection program. It is a single, comprehensive system that encompasses all institutions whose primary purpose is to provide postsecondary education. IPEDS consists of institutional-level data that can be used to describe trends in postsecondary education at the institutional, state and/or national levels. IPEDS has seven major components. Task 1 encompasses all initial management and review tasks, including overall project quality control, reporting, and preparing and updating the RIMG/OMB Forms Clearance package for submission. Task 2 involves establishing a Technical Review Panel that will advise the contractor on issues related to postsecondary education and the conduct of IPEDS. Task 3 involves updating the web-based data collection system software for each of the three data collections (fall/winter/spring) within each survey cycle. Task 4 includes activities related to training IPEDS coordinators and respondents and dissemination of information for each survey cycle. Task 5 includes the conduct of each of the three data collections within each survey cycle, involving communications with CEOs, keyholders, and coordinators, supporting keyholders and coordinators with a help desk, assisting institutions without adequate web resources, prompting nonrespondents, and conducting a data quality review and migration to the Peer Analysis System. Task 6 includes preparing imputations, data file development, methodology reporting, creation of derived variables, updating IPEDS COOL, and a short descriptive ED Tab report for each of the three data collections within each survey cycle. Task 7 includes presenting at national conferences to provide information and additional training workshops as needed. Each of tasks 2 through 7 relate to work required during each survey cycle. IPEDS shall be funded as a 60-month contract, with an option for an additional 60 months.
