- NA The Volpe National Transportation Systems Center (Volpe Center) intends to procure on a non-competitive basis, through Simplified Acquisition Procedures with User Interaction Research and Design, Inc., Shoreview, MN to assist the Volpe Center in completing a document entitled, ?Human Factors Considerations in the Design and Evaluation of Electronic Flight Bags (EFB), Draft Version 2? and developing a methodology for regulatory field evaluations of EFB human factors issues. The contractor will be required to develop and validate a methodology for evaluating EFB equipment usability in the field for use by both FAA Office of Flight Standards (AFS/AEG) and the Office of Aircraft Certification (AIR). Small Business firms classified under NAICS Code 541990 that are interested in responding mus t demonstrate in writing within 15 days from the date of this synopsis the following: 1. Experience designing and evaluating flight deck displays for civil commercial aviation; 2. Experience with human factors issues specifically related to design and evaluation of Electronic Flight Bags; 3. Familiarity with federal aviation regulations and policies related to flight deck human factors; 4. Prior experience working with FAA Office of Aircraft Certification and an understanding of the needs of Aircraft Certification field specialists; 5. Past performance: List of related research projects performed. Small business firms will be required to submit a maximum of five, but not less than three pages of documentation in support of the above prior to receiving a solicitation. This proposed acti on is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. RFQ issuance will be on or about February 14, 2003. Telephone requests will not be accepted, only written requests for this RFQ will be accepted, however, we will accept requests via facsimile at (617) 494-3024. FAR 52.232-18, Availability of Funds, applies to this requirement. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: T he Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $18.0 million per contract. The DOT provides 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
